Msukaligwa Local Municipality (MLM) recently received a delivery of electrical cable for the replacement of 1000 meters of MV cable (95mm² XLPE) valued at R1.4 million, from Mooiplaats Colliery. This was made possible through the Social and Labour Plan (SLP). This project was the third bout of cable delivery, which is aimed at stabilizing the electrical infrastructure within the municipality. The projects were supplied through the agreed SLP, which covered the period from 2018-2022. The total amount spent by the mine on these projects amount to R2.9 million. MLM covers a vast area, in which the infrastructure is aged and vulnerable, according to the municipality. The assistance from Mooiplaats Colliery has brought about stabilization to the areas that have been attended to, according to MLM’s technical manager, Gugu Buthelezi. “Furthermore, the assistance is highly appreciated, and the municipality certainly hopes that there will be more projects of this nature to help improve and ascertain its consumers of a more stable and reliable power supply.” Mooiplaats Colliery delivered on the cables as per the commitments made in 2020 with the municipality. It is however very sad to indicate that the mine has completely ceased to operate in December 2021 due to reaching end of life. “The municipality is thankful to the mine in honoring these commitments, even though they have stopped operating in the area. Unwary motorists could easily cause great damage to their vehicle if not alert. Residents and motorists are Cassim Park are getting the short end of the stick, with an alarming amount of unfinished worksites, dubious connections and crumbling infrastructure. Additionally, the road conditions in this area leaves much to be desired, with focus shifting to Littledale Street. The condition of this road is horrendous, with a mixture of rubble, chipped bricks, stone and what seems like sewage makes for a mixture of concern. Die Britse/Ierse Leeus toer tans in Suid-Afrika, en speel wedstryde teen verskeie provinsiale spanne en die Springbokke. Oud-Errie, Nicky van Der Walt, wat in 1993 gematrikuleer het, het in 1997 teen die Britse/Ierse Leeus te staan gekom toe hy vir die Blou Bulle uitgedraf het. Die Blou Bulle het geskiedenis gemaak toe hulle die Britse/Ierse Leeus gewen het, en geen ander provinsiale span kon die Leeus tot dusver klop nie. Nicky het 6 jaar lank vir die Blou Bulle gespeel, waarna hy daarna ook 'n draai by verskeie ander provinsiale spanne gemaak het. Nicky was die afgelope week te sien op die SuperSport program Rugby Kuiers, wat aangebied word deur Hennie Koortzen en Wynie Strydom. Maandag, 14 Februarie. Die groot dag breek aan vir almal wat verlief, verlore en opsoek is. Hoeveel harte gebreek is en hoeveel harte na die dag ongeskonde gebly het sal ons net kan wonder. Maar nietemin was Landtieland verander in Wonderland. Heerlike eetgoed het honger magies volgemaak en al die oortollige energie is al dansend verbrand. Baie dankie aan al die ouers wat ons gehelp het, met donasies, borge, saaldekor en opmaak tot laat in die aande. Dankie aan elke Graad 11 en Graad 11-ouer wat gesorg het vir al die Valentyn items wat ons kon verkoop en dat julle dit met soveel entoesiasme gedoen het. Dis ‘n riem onder ons harte. Julle maak Hoërskool Ermelo keer op keer trots.” Verskeie EHS-ruiters het aan twee verskillende Mpumalanga- kwalifiserende rondtes deelgeneem vir onderskeie kategorieë, en die Erries het uitstekend presteer. Die rondtes het plaagevind in Badplaas. In die Dresseer Mpumalanga kwalifiserende rondte presteer die volgende leerders as volg: Helené Lotz behaal twee eerste plekke in onderskeidelik Elementary Medium, asook die Dresseer-klas. Simoné Jacobsz palm drie eerste plekke in: een in die Performance Riding-klas en twee in die Novice Dresseer-klas. Sudré Meyer behaal ook ‘n tweede plek in die Equestrian-klas. In die Mpumalanga Show jumping kwalifiserende rondtes het Hoërskool Ermelo se leerders ook presteer. Die Errie-ruiters behaal die volgende plekke in die onderskeie klasse: Accumulator 70cm-klas: Eerste plek: CJ Steenkamp, Derde plek: Sudré Meyer. MLM classified as dysfunctional 1/1 Share GK CRONJE 28 September 2021 MLM forms part of the 31% of municipalities countrywide that are classified as dysfunctional. Municipalities are tasked by the Constitution to structure and manage their administration, budgeting and planning processes to be able to carry out service delivery in a timely, acceptable, efficient and fitting manner. This is not the case for many targeted municipalities in Mpumalanga, which includes the floundering Msukaligwa Local Municipality (MLM). MLM has been fingered in governance performance reports as being classified as dysfunctional. This means that MLM, along with 3 other municipalities, are viewed as high risk in light of service delivery and management failure. In total, seven municipalities are under scrutiny by the National Department of Cooperative Governance (COGTA). This entity has announced Municipal Intervention Plans, which is focused on underperforming and distressed municipalities within the Gert Sibande District Municipality’s area of governance. The lack of capacity in local government is a recurring theme as is the lack of impact on the current initiatives. The Department plans to put in place priority interventions jointly with SALGA and LGSETA for coordinating support, capacity building and training initiatives to ensure that the necessary impact is realized. During the stabilization phase, the Department will engage with National Treasury to facilitate the reprioritisation of the capacity building grants to implement immediate priorities. The Department will also deploy financial technical capacity in targeted districts to improve financial management. Technical support will be provided in several areas, including the roads and storm water drainage, energy, water and sanitation, solid waste, revenue enhancement as well as the construction of roads. However, the continued failure to effect turnarounds in several municipalities requires further more intensive, dedicated and radical interventions. Several of these municipalities, including MLM, either misuse or fail to implement and manage the MIG funds, and implement the infrastructure projects that will improve the lives of the people. The report also states that the overall performance of these municipalities is below expectations. MLM forms part of the 31% of municipalities countrywide that are classified as dysfunctional. The report also states that the situation within these municipalities indicate that there is limited inhouse experience for managing infrastructure projects, handling tender documents and meaningfully interacting with contractors. There is also limited scheduled maintenance of infrastructure taking place. These challenges make it difficult for municipalities to spend the funds they obtain from national government to assist them with infrastructure development. It has been advised that the dysfunctional, high risk municipalities, namely Msukaligwa, Lekwa, Govan Mbeki and Dipaliseng Local Municipalities all be placed under administration. This advisory is still under consideration by the MEC. Mkhondo and Dr Pixley ka Seme Local Municipalities have been classified as medium risk, while Chief Albert Luthuli Local Municipality has been touted as low risk. < Previous Article Next Article >

The recent rainfall has highlighted the alarming amount op potholes and sinkholes that plague Ermelo’s roads, as well as the roads in Wesselton and surrounding areas. The apathetic act by Msukaligwa Local Municipality (MLM) to fill the potholes with gravel and sand has come back to haunt the entity, as hundreds of potholes have been washed open, and in many cases, worsened by erosion and constant traffic across the soggy tar surface surround these potholes. Large sinkholes have also appeared where the thin layers of superficial tar have been washed away and trampled by traffic, eroding to such an extent that motorists often have to grit their teeth while unwittingly slamming into these deceptively deep, water filled sinkholes, causing extensive damage to their vehicles, tyres and wheel alignment. The road conditions are further deteriorating at unfinished worksites, where MLM teams removed large sections of the tarred roadway, only to be haphazardly filled with loose soil. These sites are now completely eroded and deep crevices are left as a danger to motorists. Ruik soos gebrek aan dienslewering 1/4 Share GK CRONJE 25 May 2021 Hierdie riool loop dan verby ‘n nabygeleë skool, wat eerstens onaanvaarbaar is. Tweedens eindig die riool op in die Pet Dam, wat dan veroorsaak dat die dam verslyk. Die skokkende nalatigheid vanaf Msukaligwa Plaaslike Munisipaliteit (MLM) rakende die onderhoud van die rioolsisteem in Ermelo en omliggende areas, laat talle inwoners om op te snork met rou riool, en die stank en gesondheidsrisikos wat gepaard gaan met verstopte rioolpype. Die rioolsisteem in President Fouché Laan is in so erge mate afgeskeep, dat daar op ‘n bykans weeklikse basis rou riool bruis vanuit die mangate. Hierdie area is al in die kollig vir meer as drie jaar, waar daar weekliks klagtes ingedien word, maar geen gehoor gegee word vanaf MLM nie. Geen daadwerkilike poging word aangewend vanaf MLM om die probleem op te klaar nie. Tot die bittere frustrasie van inwoners oorkant dié gemors, pleit MLM, sowel as wyksraadslede, bewusteloos, met die relevante departement van MLM wat die rioolpype halfhartig ontblok, in plaas van om direkte aksie te neem en die groter probleem van die infrastruktuur op te los. Inwoners moet maar net tevrede wees met die flou verskoning dat hulle die konstante probleme blameer op die feit dat daar onregmatig gebou en verleng word by baie wonings, sonder die goedkeuring van ‘n bouinspekteur of dorpsbeplanner. Ander verskonings sluit in ‘n gebrek aan finansies, gebrek aan gereedskap en masjienerie, en ‘n reeks ander belaglike bogstories. MLM het in die verlede ook aangedui dat uitbreiding van die aantal inwoners die reeds bouvallige rioolsisteem uiteraard oorlaai. Inwoners van dié area laat egter nie weer toe dat MLM heuning om hul monde smeer nie, en beplan om protes aan te teken teenoor die beplande meenthuis kompleks in die area. “Ek weet nie onder wat se klip hierdie munisipaliteit se stadsbeplanner uitgekruip het nie. Ek weet nie eers of daar ‘n gekwalifiseerde beplanner is wat weet wat hy doen nie. Ek is nie geniaal nie, maar logika sê vir my dat daar geen manier is dat hulle net planne vir komplekse kan goedkeur, terwyl hul duidelik weet dat die infrastruktuur klaar vrot is nie.” Dié is die woorde van ‘n inwoner in die area, wat anoniem wil bly. “Hulle bou en bou en bou net, waar gaan dit eindig? Soos dit is sit ons bykans elke dag sonder elektrisiteit, en nou wil hulle nog ‘n spul komplekse bou. Hulle sê dat die 88kVA lyn “oorlaai” is, en dat dit die rede is dat ons in die donker sit en vingers tel. Maar tog keur hulle links en regs nuwe ontwikkelinge goed sonder om te aarsel. Soos dit is loop die stront die strate vol voor my huis, ek kan nie my deure of vensters oppmaak sonder om te versmag in die stank nie. My kinders kan nie buite speel nie want dit is uiters gevaarlik, veral tydens die COVID pandemie wat ons in is. Die munisipaliteit preek oor higiëne en wat nog alles, maar hulle kan nie eers basiese dienste verskaf nie. Waar is ons raadslid? Wie is ons raadslid? Geen mens weet nie. Ek het telkens die gesondheidsinspekteur in die hande probeer kry, maar loop in mure vas by die munisipaliteit. Hulle is van geen hulp nie. Skandelik, dit is die woord. Skandelik.” Na aanleiding van die vorige verklaring wat deur MLM uitgereik was, is die toekoms donker vir inwoners van die area, omrede daar na bewering geen finansies in die MLM koffers is nie. Die toestand in President Fouché Laan is al van so aard dat daar slote gegrou is langs die mangate waar die rou riool uitborrel, en dié vloei dan vrylik na die middel van die veld toe. Hierdie riool loop dan verby ‘n nabygeleë skool, wat eerstens onaanvaarbaar is. Tweedens eindig die riool op in die Pet Dam, wat dan veroorsaak dat die dam verslyk. Die Tribune het met MLM se woordvoerder, Mandla Zwane, gepraat. Dié wil inwoners verseker dat daar aandag gegee word aan die probleem, en dat hy die relevante departement in kennis gestel het van die riool. Zwane het ook gesê dat hul ‘n plan van aksie bekend sal stel rakende die dienslewering in die area sodra die begrotingsvergadering afgehandel is. You can’t just drive into another province to collect friends and family without a permit.
