In this regard, it has also created 450 permanent job opportunities. After 15 months of construction and an even longer development period, Merino Mall opened its doors on 27 October to the community of Ermelo and surrounds in Mpumalanga. At 28,600m2, it has become the first shopping centre of its substantial size to be developed within a 100-kilometre radius in the area. The Merino Mall development is owned by Moolman Group and Abland and is located on the landmark 11-hectare site that has always been central to community life in the area, the former Ermelo Showgrounds. Positioned for local shoppers, as well as the many commuters travelling to and through Ermelo from surrounding rural and small towns in the region, Merino Mall is located on the corners of the N2 and N11 freeways, close to the N17 and within walking distance of the Ermelo CBD. According to the property developers, the small regional mall has been developed with the future of this mining and agricultural area in mind and with family and community at its heart. Sönke Moolman-Pautz, retail director at Moolman Group, comments, “When you add such an impressive mall to a great community, you have the perfect recipe for sustainable mutual success. We look forward to serving our shoppers and providing a safe and enjoyable place where everyone can meet and socialise.” Merino Mall’s curated retail mix comprises 90 stores with anchors Checkers, Pick n Pay, Woolworths and Clicks, as well as the first Crazy Plastics and Dis-Chem in the area. Other retail firsts for Ermelo include Cape Union Mart, PNA, @Home, Queenspark, Old Khaki, Crazy Pets and Refinery. The shopping centre also has a fashion node, banking facilities and restaurants. Designed by MDS Architecture, the exterior of Merino Mall is inspired by the original showground barn structures, with the barn shape becoming a key design feature. The existing barn structure was retained and incorporated into the new building. The sandstone found on the site has also been used for several building features, including facades, reflecting its unique setting. While the architecture and design features pay tribute to the site’s history, the centre is modern and incorporates elements to ensure a sustainable operation. Merino Mall has its own solar photovoltaic (PV) plant that produces green energy and the mall can trade during load shedding. The property even has a sewer treatment plant that will recycle grey water back into the building to achieve water savings. Weaving local culture into the fabric of the mall, it features several artworks from local artists who participated in an art competition held by the developers. Shoppers will also be able to connect to the fast fibre Wi-Fi network. Merino Mall offers 1 743 parking bays in an on-grade, safe and secure parking area, with reserved parking for shoppers with special needs close to entrances. It also includes a taxi rank. Construction of Merino Mall began in July 2021, led by the main contractor Mike Buyskes Construction. The construction phase created 750 jobs, primarily for local contractors and workers. Daar is tans al baie besighede wat hul harte oop gemaak het en hande gevat het saam met die CMR. Die CMR het dit goed gedink om ‘n Lighthouse te open in Ermelo. Na maande se dink en wonder, kon die personeel en bestuur van die CMR daarin slaag om die ideale plek te vind vir die Lighthouse. Die Lighthouse sal in Oosthuise Straat geleë wees, waar daar ‘n kerksaal omskep is vir dié doel . Haweloses sal by die instansie elke dag hul kan gaan reinig, asook hulle klere op ‘n daaglikse basis laat was. Die Lighthouse bied ook maatskaplike werkers vir die nodige ondersteuning, en daar sal elke dag ‘n ordentlike en gesonde bord kos beskikbaar wees. Daar sal daagliks verskillende take wees wat deur die haweloses verrig gaan word, en sodoende produktiwiteit volhou. Daar is ook in die saal ‘n kamer met beddens, wat sal dien as ‘n veilige hawe waar daar moeilike omstandighede was in ‘n gesin. Daar is tans al baie besighede wat hul harte oop gemaak het en hande gevat het saam met die CMR. However, the inefficiency of the call centre, coupled with the lackluster response time from municipal departments have made this statement all but redundant. Over the course of several years, cattle owners have systematically circumvented the by-laws of Msukaligwa Local Municipality (MLM) with regards to the care, control and branding of cattle and other stray animals. These individuals have also taken advantage of MLM’s lax attitude and have erected pens and makeshift shelters for farm animals in several wards. Despite the municipality’s by-laws stating that no person may keep farm animals in an enclosure or stable within 15 meters of any boundary of any land, dwelling, building or any structure used for human habitation, or 50 meters of any water resource or water supply intended or used for human consumption, transgressors live their best lives without consequence. Although it is mandated by the Animal Identification Act, Act 6 of 2000, a large percentage of the stray animals roaming the CBD, roadways, wards and surrounding areas are unmarked and unbranded. The fact that there are no longer pounding services offered by local companies makes life extremely difficult for residents and road users alike. Stray animals and cattle impede the flow of traffic, and have been the cause of many an accident in the vicinity of Ermelo. The inherent danger of stray cattle is especially notable on the N11 Ermelo-Hendrina road, where several serious collisions have been caused by these nuisance strays. Stray cattle and animals within wards demolish gardens, tear open refuse bags and unnecessarily rile up neighborhood dogs. On previous occasions, MLM stated that residents should contact the call centre to report such incidents. However, the inefficiency of the call centre, coupled with the lackluster response time from municipal departments have made this statement all but redundant. Although the municipal by-laws grants the municipality the power to rapidly fill their coffers by impounding and selling stray animals if they are not collected by their owners, the motivation seems to be lacking for unknown reasons.     Msukaligwa CHC project fizzles out 1/1 Share GK CRONJE 19 July 2022 Nearly five years later, and the construction site now has transformed into another white elephant. During the 2018 IDP meeting at the Ella de Bruin Hall, a state of the art 24-hour community health centre (CHC) was in the construction phase at Ward 16, Extension 32. Upon enquiry, little information had been provided by Msukaligwa Local Municipality (MLM) and other involved authorities regarding the services that would be offered by this project. The project would have benefitted approximately many households, who have to travel extensively to reach medical facilities. Rajen Naidoo from the Department of Health, Corporate Services stated that phase one, which involved the construction of concrete palisade fencing, which had been completed. According to Naidoo, phase two would involve the construction of a new Community Health Centre and accommodation units, which would have cost a total of R35 million. According to information available at that time, the project would have been constructed by the Department of Public Works, Roads and Transport (DPWRT), on behalf of the Mpumalanga Provincial Department of Health. Alas, the fiery enthusiasm shown by involved entities has fizzled in fantastic fashion. Nearly five years later, and the construction site now has transformed into another white elephant. Enquiries to the DPWRT have yielded no results, instead the Tribune was referred to the Department of Human Settlements (DOHS) for enquiries. However, the DOHS has responded, stating that in line with the Department’s broadened mandate, the construction of clinics do not form part of its competence. The Department further confirmed that there are currently no running human settlements projects in the area, except efforts to resolve sewer spillages. The Tribune directed an enquiry to MLM regarding the construction, which is supposed to see a completion date of March 2024, a span of 21 months. The municipality, in turn, could not provide any information regarding the project. According to the tender and leads portal B2B, the Msukaligwa Community Health Centre (CHC) is marked as awarded, but for an amount of R98 million. Furthermore, the Development Bank of Southern Africa (DBSA) states that the procurement of a contractor for the CHC project entails an amount of R48 745 314. The tender, RFP042/2021, was last updated in February 2022. Another tender by DBSA, RFP244/2019, was for a social facilitator service provider. The bid for this tender closed in January 2020, and the outcome of the tender is unknown. With several awarded tenders amounting to millions of Rands, the site now lays dormant, with no government department seemingly knowing what the state of affairs are, nor who is responsible for the project. No department, nor MLM, could provide clarity if the project is currently ongoing, or if it has been scrapped or delayed. < Previous Article Next Article >

Msukaligwa Local Municipality embroiled in High Court showdown 1/4 Share GK CRONJE 24 May 2022 The court application further seeks that the current troika be interdicted from performing any of their functions within their relevant capacities. On 31 March 2022, the former troika of Msukaligwa Local Municipality, consisting of Cllr Mahlalela (former Executive Mayor), Cllr Madini (former Speaker) and Cllr Buthelezi (former Whip) was ousted from council by means of an alleged unlawful motion of no confidence vote. This vote, which took place without a sufficient number of councillors present to partake, has shaken MLM to the foundation. The Tribune has received documents from an anonymous source detailing the strife at the municipality. The former troika has now taken their removal to the Middelburg High Court, seeking to challenge the legality and legitimacy of the vote of no confidence taken against them. The court application also seeks that the current acting troika, consisting of Cllr Nkosi (current Acting Mayor), Cllr Xaba (acting Speaker), and Cllr Sibeko (acting Whip) should have their appointments declared null and void, and set aside. Cllr Lisa, currently serving as the acting municipal manager, and the Department Of Cooperative Governance (COGTA), is also cited in the application. The court application further seeks that the current troika be interdicted from performing any of their functions within their relevant capacities. The former troika seeks to continue their functions in the interim, and their halted benefits restored. The unfortunate side effect of the ongoing power struggle within the already embattled municipality is the further downward spiral of already stunted service delivery, further lack of upkeep and maintenance of the wards and areas within the municipal bounds, and overall lack of transparency on every front from the municipality. No direct answers relating to service delivery, and more, can be gleaned from the current management structure, and an overall lack of transparency towards the community, as well as serving councillors, has the Msukaligwa region’s community hot under the collar. The court and affidavits includes information that is not limited to the information pertaining to this article. The semi-urgent applicants seek that the court order be handled as soon as possible, as a matter of public interest, as it involves plenary powers. It states that rights such as Section 160 (3), Section 30 (1) of the Municipal Structures Act 117 of 1998, as well as Section 80, have been deprived from the former troika during the vote of no confidence. Section 80 states that committees must process items on an agenda, whereafter these items are processed and approved, and sent to council for deliberation. The Speaker has exclusive rights to convene, postpone or adjourn a council meeting, as stated in the Municipal Structures Act, Section 29. Only matters on the agenda may be deliberated, where the Speaker may rearrange the agenda items. In the event of no quorum (insufficient number of present members), the meeting must be suspended for no more than twenty minutes. Thereafter, if there is still no quorum, the Speaker may reschedule the meeting. Should the majority of council members wish to convene a council meeting, and the Speaker does not accede, the Municipal Manager may be approached. However, he/she must first request permission, in writing, from COGTA’s Executive Council. The above steps have, according to the applicants, not been lawfully taken, hence the application to have their vote and appointment ruled null and void. The applicants also state that the decisions taken by the current, illegitimate troika, can have serious financial implications, such as entering into contractual obligations. The applicants also state that Cllr Nkosi, as acting mayor, had appointed acting mayoral committee members (MMCs) at the Gert Sibande District Municipality offices, instead of the Msukaligwa Local Municipality offices. Furthermore, these appointments took place during a community protest on 28 April, where the Cllr Nkosi failed to address the community members. The applicants also states that the offices of the current troika are closed, prohibiting them from performing their vital appointed functions. Councillors, as well as the community, are unable to engage with the acting troika, as an unauthorized change of locks of the municipal building has been implemented. The applicants further claim that the acting troika is conducting unlawful activities. Actions taken by the acting troika, which are deemed unlawful due their appointment, includes the reinstatement of suspended directors, revoking security detail and petrol cards, as well as grounding the vehicles of the former troika members. These are but a few examples. The fact remains that the required quorum for a council meeting to proceed is twenty councillors. Msukaligwa Local Municipality has a total of thirty eight councillors, of which a mere sixteen were present during the vote of no confidence. This, in itself, is a contravention of the former troika’s rights as presented. Furthermore, the applicants state that the acting municipal manager, Cllr Lisa, engaged telephonically with one Mr. Ngubane, head of department at COGTA. According to Cllr Lisa, Ngubane recognized the meeting. However, the municipal act states that an application must be submitted in writing, which it was not. The court application is viewed by the applicants as a last resort, as they have been stonewalled attempting every other amicable resolution to the matter. COGTA did not respond to the matter at the time of publication. The Tribune has directed an enquiry to Msukaligwa Local Municipality regarding this matter.     Unmatched response from ER24 - Real help, real fast 1/11 Share GK CRONJE 6 April 2022 Adeel comforted the boy with words of encouragement while they waited for the parents to arrive. On Friday, 1 April 2022, a young cyclist was hit by a Toyota Quantum at the Church- and Voortrekker Streets intersection, and sustained light injuries. The driver of the vehicle told the Tribune that the traffic light was green for oncoming traffic, when the boy came across the road in the direction of McDonalds. Luckily, two bystanders rushed to the boy’s aid, and kept him calm until EMS arrived. ER24 stalwarts, Adeel Vorajee and Sandile Mthupha were on scene in a matter of minutes, where they tended to the injured boy. Sandile assisted in redirecting the traffic flow and assessing the scene, while Adeel comforted the boy with words of encouragement while they waited for the parents to arrive. The youngster had to be taken to hospital to assess the extent of injuries to his left leg and ankle. The injuries has since been deemed as light, according to available information. A special word of thanks is also extended the Transport Inspectorate officer for tending the scene and directing traffic, while they waited for SAPS to arrive. < Previous Article Next Article >

    Air Liquide take hands with Sasol 1/1 Share GK CRONJE 20 April 2021 Both companies are targeting the first capacities to be operational by 2023 and individual projects must demonstrate a generation capacity of at least 70MW. Air Liquide and Sasol will launch a Request for Proposal (RFP) to supply 600 MW of renewable energy to their operations on the site of Secunda in South Africa, as part of their joint commitment to procure 900 MW of renewables by 2030. This will be the largest corporate RFP in South Africa for the supply of renewable energy. These capacities will in particular supply the biggest oxygen production site in the world, which Air Liquide is in the process of buying from Sasol pending the Competition Commission’s approval. The use of renewable energy will greatly contribute to the objective to reduce by 30% to 40% its CO2 emissions by 2030, in line with Air Liquide Climate Objectives and Sasol’s commitment to lower its carbon footprint. Air Liquide and Sasol will launch a common RFP to the market later this month for the procurement of the first 600 MW capacity, of which 400 MW will be allocated to Air Liquide and 200 MW to Sasol, and want to finalize the signature of long term Power Purchase Agreements (PPA) before the end of 2021. Both companies are targeting the first capacities to be operational by 2023 and individual projects must demonstrate a generation capacity of at least 70MW. The final signature of these PPAs will depend on the completion of the acquisition by Air Liquide of Sasol’s oxygen production units, which remains subject to approval by the Competition Commission. Air Liquide announced its intention to acquire and operate Sasol’s Secunda oxygen plants in July 2020. In this context, Air Liquide would operate the 16 air separation units (ASU) of this site, with an installed capacity of 42,000 tons/day, in addition to the unit it already operates today. Present on the site since 1979, Air Liquide had initially built and sold these 16 ASUs to Sasol and will invest in their modernization. In addition to the benefits this would bring in terms of safety, reliability and efficiency, the solution provided by Air Liquide would allow for a targeted reduction of 30% to 40% in CO2 emissions arising from the oxygen production within 10 years from the implementation date of the deal. Ronnie Chalmers, Air Liquide Vice-President Africa Middle East and India, said: “This call for tenders, the largest launched by the private sector in South Africa, is a major lever to the decarbonization of the Secunda air separation units. Martionette Rautenbach behaal in die Senior Wolskaap-afdeling ’n vyfde plek met ‘n gemiddeld van 65%, asook ‘n vierde plek in die groepsklasafdeling met ‘n gemiddeld van 74%. In die Senior Konyn-afdeling behaal Anele Mzinyane ‘n negende plek met ‘n gemiddeld van 68% en Amahle Nzimande ’n tiende plek met ’ngemiddeld van 66%.
