Recently, Nkosazana Clarice Dlamini-Zuma, Minister of Cooperative Governance and Traditional Affairs (COGTA) published the tiered remuneration scale of government officials, including municipal officials. The gazette states the six levels, including the upper limit, which means a specified maximum amount of costs which may be claimed. The gazette specifies the total remuneration package as the annual total cost to a municipality, including a basic salary component, a motor vehicle allowance, housing allowance, the municipal contribution to a pension, provident or retirement annuity fund, and municipal contribution to a medical aid scheme. The remuneration scale is dependant on the population size, and the income generated by the municipality. As point of reference, the highest scoring municipality will have to cough up a shocking R1 446 388 per annum for the mayor, which translates to just over R120 500 per month. The point score for Msukaligwa Local Municipality is currently at level 4, meaning that the executive mayor receives R920 656 per annum, or R76 746 per month. If the alarm is triggered because of a power surge, or because of load shedding, please contact your security company as soon as possible to cancel any false alarms. This helps ensure that armed response officers are allocated to legitimate emergencies. In light of the municipal load shedding, which has been ongoing since May 2020, residents have reported a spike in cases of burglaries, poisoning of animals and suspicious individuals skulking around under the shroud of darkness. With Msukaligwa Local Municipality dragging their feet and offering no reprieve or plan of action, the rotational load shedding can be expected to continue for the foreseeable future. This means that home owners, as well as business owners, need to make sure their alarm and security systems are tested regularly and in a working condition. These tests need to focus in particular on the battery backup systems, to ensure that it will still offer monitoring and protection when the power goes out. Many people are under the incorrect assumption that their alarm system is deactivated when the power supply is interrupted. In 2016 word me Schoeman aangestel as departementshoof vir Engels. Haar liefde vir die vak, vir netbal en vir die leerders is duidelik te sien in haar toewyding wat sy ten toon stel. Op Vrydagaand, 18 Junie 2021, het privaat inspekteur, Mike Bolhuis, Ermelo se inwoners toegespreek rakende die swak dienslewering en finansiële wanbestuur van Msukaligwa Plaaslike Munisipaliteit (MLM). Inwoners wat die toespraak bygewoon het, was kans gegun om hul frustrasie en klagtes aan te meld, wat vanaf water en riool, elektrisiteit, geskatte meterlesings, die verkeersdepartement en lisensie kantore, tot by beweerde korrupsie vanaf die munisipale amptenare. Mnr. Bolhuis het dit duidelik gemaak vanaf die staanspoor dat die penarie waarin Ermelo hul bevind nie met die waai van ‘n towerstaffie opgelos gaan word nie, maar dat dit ‘n hewige proses sal wees. Na aanleiding van Mnr. Bolhuis, moet alle klagtes en besware gedokumenteer word. As ‘n inwoner ‘n probleem ondvervind met enige aspek van MLM, word hul versoek of foto- of videomateriaal bymekaar te maak. Sodoende sal die verdediging van MLM gekniehalter word met onbetwisbare feite. Geskatte water en elektrisiteit rekeninge moet gedokumenteer word en alles bymekaar gehou word. Mnr. Bolhuis het met lof bevestig dat geskatte rekeninge totaal en al onwettig is. Die feit dat MLM nie ordentlike en akkurate meterlesings doen nie, is ‘n misdaad. Inwoners wat ingedoen word met elektrisiteit en water rekeninge van derduisende Rande is ‘n misdaad. Die feit dat inwoners geforseer word om die geskatte rekening bedrae te betaal onder die dreigement vanaf MLM dat dienste gestaak sal word en elektriese toevoer afgesny gaan word, is ‘n misdaad. Foto’s moet geneem word van swak dienslewering en faal van dienslewering vanaf munisipale afdelings, onder andere die lisensie kantoor. “Jou foon is die belangrikste, maar ook die gevaarlikste ding wat jy by jou dra. Foto’s, video’s en klankgrepe (voice recordings) is onweerlegbare bewyse van gebeure. Neem foto’s van swak dienslewering. As jy swak dienslewering ontvang, maak ‘n video daarvan. Al hierdie dinge maak die saak net sterker,” het Mnr. Bolhuis gesê. Hy het egter ook laat hoor dat Projek Ermelo slegs ‘n sukses sal wees as alle inwoners saamstaan, ongeag van ras, ideologie en gemeenskap status. As inwoners nie kan saamstaan tydens hierdie aanslag teen MLM nie, sal die projek ‘n mislukking wees. Mnr. Bolhuis het ook inwoners genoop om nie hulself te verlustig in skinderstories, en staat te maak op hoorsê en derdehandse informasie nie. Die belangrikste deel van die projek is dat ieder en elkeen hul deel moet bring. In hierdie tyd van maak of breek is daar nie plek vir groot honde wat baie blaf en geen byt het nie. Elkeen moet hul klagte indien, elkeen moet hul bewyse van klagtes instuur na die Projek Ermelo e-pos adres. Op Saterdag, 19 Februarie, is die jaarlikse Hoëveld Interhoër deur Hoërskool Oosterland by die Secunda stadion aangebied. Die deelnemende skole was as volg: Hoërskool Ermelo, Hoërskool Rob Ferreira, HTS Witbank, Hoërskool Middelburg, Hoërskool Oosterland, Hoër Volkskool Heidelberg en Ligbron Akademie vir Tegnologie. Die Errie-atlete was vroeg uit die blokke, en het reeds sedert die eerste item getoon dat hul daar was om te wen. Daar was deurlopend aanskoulike atletiek op die baan, sowel as op die veld.     Ermelo landfill scores dismal compliance rating 1/3 Share GK CRONJE 14 September 2021 Msukaligwa Local Municipality does hold a license, but does not adhere to compliance in the slightest. Municipal deterioration is rampant and it is noticeable that especially smaller municipalities are subject to large-scale mismanagement. AfriForum has audited 153 landfill sites across South Africa this year as part of the organisation’s national project to measure the quality of landfill sites in South Africa. No nobody’s surprise, only one out of 21 landfill sites that were audited in Mpumalanga complied with national standards. In terms of applicable legislation and regulations, including the National Environmental Management: Waste Act 59 of 2008, all landfill sites must comply with specific requirements, which are not met by municipalities in Mpumalanga. The Ermelo landfill has been a subject of controversy for years, with millions of Rands wasted on contractors and needless rehabilitations of the site, just for it to fall from grace mere months following rehabilitation. In 2015, Msukaligwa Local Municipality (MLM) scored an impressive 85% compliance rating. Alas, it has all gone to the dogs from there. According to the audit, in 2016, scored 52%, and scored 42% in 2017. 2018 and 2020 saw the municipality being rated 18% each year. However, in 2019, MLM essentially failed their compliance completely, with a rating of 2%. In this year’s audit, the municipality scored a compliance rating o a mere 10%, which is well below even the lowest of acceptable standards. According to Hennie Bekker, AfriForum’s District Coordinator for the Lowveld, most of the landfill sites in Mpumalanga are in a poor state. “This can be attributed mainly to the lack of oversight functions by the state to hold municipal officials responsible for the decay of these landfill sites. The most common problems that AfriForum identified during the audit included the absence of landfill site licences, and complete mismanagement of sites. There is also no maintenance plan for machinery and employees that were contacted attested that certain machines stood for months without being repaired. In some cases there was no efficient security to secure the landfill site thus making it easy for informal reclaimers to access the site.” Msukaligwa Local Municipality does hold a license, but does not adhere to compliance in the slightest. AfriForum met with Barbara Creecy, Minister of Environmental Affairs, and her team on various occasions. AfriForum will also focus on solving problems at certain landfill sites in the province in cooperation with the relevant municipality. The organization will apply pressure to get these sites up to standard. On Saturday and Sunday, the Community Police Forum (CPF) with SAPS held a meeting with the community. On Saturday, the meeting was held at Nyibe Sport Grounds, where the community of Nyibe could raise their concerns regarding all the crime in the area. During the meeting, the community raised their voices about, rape, murder and illegal shebeens and taverns. The biggest concerns are the shebeens and taverns that doesn’t have legal liquor licenses, and that stay open the whole night. The community members requested the SAPS and CPF member to do patrols in the area. After the meeting, quick arrangements were made from the SAPS, and a patrol was done. Several tuckshops was asked by SAPS members to close their shops. During the night, alcohol was confiscated from shebeens that couldn’t show their license to the SAPS. Patrols were done through all the informal settlements to search for illegal taverns and shebeens. On Sunday, the second meeting was held at School of Rail, TransNet in Klein Street. Sector 3 community attended the meeting, and every community member raised their concerns in Sector 3. The biggest concerns are the use of drugs, and the prostitution. The chairperson of Sector 3, Mr. Dumisani, told the community members that there is an action plan regarding all the issues in the sector, and that they will be doing all the patrols and all the necessary planning to stop all of issues in the sector. The SAPS would also like to inform the community of Ermelo about all the online scams that are currently doing the round on the internet. The biggest scam is the company called Ermelo Auctioneers, that sell vehicles for a ridiculous good price, but before you can see the vehicle you need to do a deposit so that they can keep the vehicle for you. Remember, if its to good to be true, its not true. Please be aware of all the scammers on the internet.     Dark underbelly of Ermelo’s neglected infrastructure 1/1 Share GK CRONJE 10 February 2021 Msukaligwa Municipality washes their hands of the damages suffered due to the outages. The recent heavy downpours experienced in Ermelo has highlighted various issues within the infrastructure of Ermelo and its wards. During bouts of heavy rainfall, businesses and residences are repeatedly drenched as accumulated water flood houses and ill-prepared businesses, due to the fact that the majority of storm drains are blocked and of no use. Swelling water torrents sweep through the streets and pool in ditches and dips in the CBD and residential wards. The reality of the major pollution issue within Ermelo becomes apparent as the water subsided, and all manner of refuse, fast food containers and liquor bottles are left in the wake of the torrents. Several reports of water pipes have been reported, with a vast amount of water being wasted as the thinly-spread municipal teams scramble to attend all issues reported by residents. Complaints are mounting regarding the call centre, supposedly revamped and operating at optimal capacity, where phones are left unanswered. Complaints also included rude responses from operators, or the lines remaining engaged for hours on end. Most frustratingly, many residents have been left without electricity for days on end. Heavy rainfall, rainwater pooling around substations and electrical kiosks, as well as the myriad of exposed innards from coverless electrical kiosks added to the rolling power outages. Residents in John Vorster Park struggled with fluctuating electricity supply, Netherland Park’s wards have been shrouded in darkness, and De Bruin Park’s residents suffered extensively. Most notably, residents in Jansen Street had been left without electricity for over 3 days, as from Friday morning, with some residences still being without electricity supply on Monday morning. Oosthuisen Street and Havenga Road also bore a big brunt of the outages, as accumulated rainwater caused havoc on the poorly patched MV cables. Fuming complaints on social media lamented the fact that the constant fluctuation of electricity had damaged electrical components, including DB boards, televisions, fridges and deep freezes. Many complaints also included the fact that frozen foods have thawed and spoiled due to the constant outages, with Msukaligwa Municipality washing their hands of the damages suffered due to the outages. Residents in Cassim Park are left with their hands in their hair, as scores of wards were left without electricity for hours, and even days, as technical teams struggle to keep up with reports and complaints. Residents in Wesselton and Sun City also lamented the fact that outages have been rolling and ongoing over the course of several days, much to the frustration of irrate complainants, with technical teams from the municipality taking their sweet time to attend to outages in outlying areas. < Previous Article Next Article >

Jaun het tipe twee diabetes, en ‘n bosluis het hom gebyt op sy linker been. Jaun het mooi na die bytplek gekyk, en gehoop dat dit vinnig sal genees, maar die bytplek het glad nie genees nie. Hy het ‘n oggend opgestaan waar sy linker voet en toon begin swart word het, en hy is dadelik Steve Bhiko hospitaal toe. Daar was hy vir ongeveer twee weke waar hulle geensins na hom omgesien het nie. Hy is terug Ermelo toe, waar sy familie hom George Provinsiale Hospitaal toe geneem het vir behandeling, weens die feit dat hy geen medies het nie. Tydens sy aankoms by die hospitaal moes hy en die dokters dadelik ‘n besluit neem oor wat hul gaan doen met sy linkerbeen, want toe het hy reeds gangrene. Op Woensdag, 12 Mei 2021, is sy linkerbeen bo sy knie geamputeer. Die hele prosedure het suksesvol afgeloop, en Jaun is tans in Ermelo. Hy sterk aan saam met sy suster, waar sy na hom omsien. Alas, the fiery enthusiasm shown by the DPWRT in 2019, has fizzled in fantastic fashion, and the construction site now has transformed to a refuse dump. Enquiries to the DPWRT have yielded no results, and the status of the project is unknown at this time. In mid-2019, residents were delighted to learn of a community clinic that was to be erected by the Mpumalanga Department of Public Works, Roads and Transport (DPWRT). At the time, the Tribune enquired as to the reasoning of community centre being constructed, whilst the surrounding residents still are without permanent housing, and the majority of residents in the area lacking electrical, water and sewage infrastructure. While the mentioned enquiries were sidestepped, the sudden preparations were touted to be a 24-Hour Community Health Centre, to be constructed by the DPWRT on behalf of Mpumalanga Provincial Department of Health. It is a government policy to employ and procure building materials local. It was also stated that Sustainable Integrated Human Settlements Projects within the municipal area were employed, and that significant work had been done by the Department of Human Settlements towards full implementation of an integrated human settlement project in Ermelo Extension 44 and KwaZanele Extension 6. These two extensions were, at the time, stated as identified to be part of the UISP Programme (Upgrading of Informal Settlements Programme) which is currently underway. Morné is gebore aan Jacob Salmon en Christina Caterina (Botes) Scholtz op 23 Februarie 1972, in Sasolburg. Hy het sy skoolopleiding in Secunda aan die Laerskool Secunda en Hoërskool Secunda voltooi, en was hoofseun by albei instellings. Nadat hy in die weermag diens gedoen het, het hy 'n graad aan die Onderwyskollege in Pretoria voltooi. Hy het later 'n meestersgraad in onderwys aan die Universiteit van Noordwes voltooi. Gedurende sy onderwysloopbaan het Morné die lewens van baie studente, ouers, kollegas en lede van die gemeenskap aangeraak. Deur sy passie, humor, ondersteuning, omgee, leiding en leierskap het hy lewens positief beïnvloed oral waar hy gegaan het. Onlangs het Morné 'n lewenslange doel bereik deur hoof van Laerskool Marietjie van Niekerk te word. Onderwys, en om lewens te verryk, was vir hom van die allergrootste belang, en sy trots op sy werk was duidelik vir almal wat hom ontmoet het. Morné het diep spore in baie mense se lewens getrap. Morné laat twee seuns, MJ en Franco agter, asook drie broers Jacques, Bennie en Marius. Ms Majola’s untimely demise was announced on Saturday, 6 February 2021. Ms Majola, born on 13 September 1970, was appointed as municipal manager of Msukaligwa Municipality in November 2018, serving a four year contract. She took over from acting municipal manager, Mr S.R. Magudulela, and caught the community and her employees by surprise with her vast work experience in senior positions, and her determination to find solutions to issues as speedily and efficiently as possible. Her formidable stature within the ranks placed her as a beacon of excellence within the municipality, often lauded for her no-nonsense approach to issues faced. With a Bachelor of Law degree, Advanced Certificate, Certificate in Executive Municipal Management and Leadership, Project Management, Municipal Service Partnership, Supply Chain Management for Municipal Senior Managers, 16 years experience in senior management and seven years as Deputy Director-General Corporate Services in the Department of Agriculture and Rural Development, she has been a stalwart of service delivery during her term as municipal manager. Condolences continues to flood in from community members, friends and family, who are all left reeling in the wake of these tragic events. Ms Majola will be fondly remembered for her service, and her unrelenting fighting spirit in untangling the myriad of issues within Msukaligwa Municipality during her term. < Previous Article Next Article >
