Msukaligwa Local Municipality (MLM) has seen their fair share of irate residents and business owners lately, and today it no different. A group of residents from various areas of Wesselton were picketing in front of the MLM building last week, while the SAPS kept a close eye on proceedings. The residents in question expressed their dismay regarding a court order of removal issued recently. Amongst other concerns, service delivery, employment issues and supply chain dissatisfaction issues were raised. “It’s terrible. We are treated like nothing, like we are not human beings. We are all suffering, we need to provide for our families, and we are being blocked by unlawful proceedings. We are promised free and fair housing during elections, but nothing ever comes to us,” a picketer told the Tribune. Wesselton has come under the spotlight for the lack of maintenance, especially regarding the roads, electrical and water supply infrastructure. “I care for a disabled family member, which makes it difficult to navigate within Wesselton. Everything is falling apart, an nobody is listening to us. We are without electricity a lot of the time. Innocent residents are suffering due to illegal connections. Not all of us are part of the “izinyoka”, yet some of us have no other choice. We will wait for municipality technicians until Jehova comes,” another picketer lamented. Scores of disgruntled residents kicked against the court order, which mandates that they vacate property that they have illegally occupied. Upon enquiry, Mr. Zwane, MLM spokesperson, issued the following statement: “The municipality is concerned with sporadic protest that halt the day to day work and loss of money. The community is also agonized because of disruption or lack of services because of these protects. Part of the protest was about the court eviction order on illegal land occupiers. On 11 August 2020, the High Court of South Africa Mpumalanga Local Division, Middelburg handed down judgement in application by the municipality for an eviction order. The High Court granted an eviction order against individual(s) or person(s) who unlawful or illegal or attempting to erect informal or formal dwelling structures in portion 13 remaining extent of farm Nooitgedacht 268-IT ( Farm Maphuti 770-IT); portion 183 extent of Farm Nooitgedacht 268-IT; portion 17 of Farm Witbank 268 –IT and portion 9226 of Wesselton Ext 11. On 6 August 2020, the Sheriff of the High Court served a notice on the occupiers of the above mentioned properties notifying them by posting the notice on an erected boards at the entrance of each property and/or served to 1st – 6th respondents. After service of the preliminary notices in terms Prevention of Illegal Eviction From and Unlawful Occupation of Land Act 19 of 1998 (PIE), an order of court was obtained authorizing the service of the eviction application on the occupiers. The occupiers were given fourteen days to vacate the above properties, and/or interdicted from preventing or obstructing the municipal officials or employees or contractors to access the properties, in performance and compliance with their legal duties and/or obligations. They were also ordered to dismantle and remove the incomplete structures erected at these properties on or before 20 August 2020. In the event that the occupiers fail or refuse to comply with the order the Sheriff of this court, or his/her deputy be authorized to execute the order, and where necessary, to obtain the assistance of the South African Police Services, the sheriff of this court or his/her deputy will be authorized to demolish and remove the incomplete structures erected in these properties. No one said the load reductions is permanent solution. The Tribune recently communicated with Msukaligwa Local Municipality, regarding the remedy to the load shedding situation, and posed a number of questions to the communication department. As municipal load shedding is not a long term solution to the issues faced by the municipality, it is not acceptable to appease the community with statements claiming that “they are working on a solution”, but no further indication as to the way forward. The reply received to the aforementioned is as follows: “The Executive Mayor of MLM has been on Community radio stations several time explaining load reductions, and it also forms part of State of Municipal Address which was streamed live on the Municipal Facebook page, and simulcasted in community radio stations. Load reduction is due the power demand that has spiked, during winter months which is exacerbated by the illegal connections a fact that is denied by good-self. In averting possible power blackouts, the municipal implement the load reductions which is standard norm in situations like this, Eskom is doing it and individual households does it when there’s overload. The municipality on an ongoing program is implementing the cutting off of the illegal connections from grid. The municipal has engaged for an increase Notified Maximum Demand (NMD) for all strained substations, it must be noted that the process is a cumbersome and long process that will also have huge financial implications. The municipality has developed electricity infrastructure master in order to address capacity and infrastructure challenges within Msukaligwa Local Municipality. The projected funds needed to address the capacity and infrastructure is R81 416 785.21. The municipality has since submitted the plan to national and provincial government,” Mandla Zwane, MLM spokesperson, stated. The Tribune also enquired as to will be held responsible for damages suffered by residents who are left without electricity extended periods of time. Rotting meat, deep freezes running down, and food spoiling in fridges, as well as damage to electronics are included, amongst others. MLM dodged elaborating on the question, and simply stated “anyone who has a complaint with municipality, referred such to municipality.” Therefore it can be assumed that residents who suffer damages due to lack of service provision from MLM must approach the legal department to submit a claim against the municipality. Lastly, the Tribune enquired as to what MLM plans to improve communication during electrical outages, as a myriad of residents complain that either the call centre does not answer the phone, or the outage is not attended to in a timely manner. Updates on restoration times often do not reflect the actual restoration of electricity. “During the power outages, sometimes the Call Centre is also affected, the calls are get in as the telephone system at the Call Centre function only when there’s power. The municipality has proactively issued schedules for the load reductions. The municipality is in the procurement process of a new hybrid telephone system, and hosting of the contact Centre is at the advanced stage. The municipality urges the public to have patience, as this matter is been addressed/resolved.     More pollution added to Pet Dam 1/5 Share GK CRONJE 24 August 2021 In an environmental study released, MLM, amongst three other Mpumalanga municipalities, is explicitly fingered as a main culprit in the years-long pollution of the Vaal River. Amidst Msukaligwa Local Municipality (MLM) approving new construction projects, building plans and residence extensions left and right, the environment, fauna and flora, as well as residents get the shortest end of the stick imaginable. Since circa 2014, the sewerage system in President Fouché Avenue and the surrounding wards have been on a downward spiral, with municipal managers from three iterations back’s promises still remaining unfulfilled. The impact on the wildlife and wetland animals, especially notable the Egrets that grace Ermelo, is a cause of great concern, as the spillage eventually flows down to the Pet Dam, leaving a trail of pollution and wildlife death in its wake. From the Pet Dam, which is already polluted beyond measure, the overflow ties in with the Klein Drinkwater stream, ultimately ending up in the Vaal River. Alas, to date no upgrades, nor action have been taken, with the situation being inexplicably worse than before. The frequent blockages and overflow of the sewerage line in President Fouché Avenue clearly indicates a larger problem factor with the network area, as residents near the President Fouché Avenue and Roberts Street intersection live in a near constant cloud of putridity, as the overflowing manholes in this section is a constant issue, with feaces, sanitary products, condoms and toilet paper being left to bake in the sun. The fields in this area is constantly drenched with sewage, and also holds serious health implications for residents and learners from the nearby schools. The issue of the pandemic further proves problematic, as MLM barks at residents to practice hygiene, but back at the ranch, they are the main culprits of unhygienic practices. While MLM’s authority figures, as well as various ward councillors are well aware of the problems faced by residents, it would seem that little is being done to provide a permanent and viable solution. The Gert Sibande District Municipality had also been informed of the issue on several occasions, but claim to have no jurisdiction in the matter. The Democratic Alliance (DA) has noted that the party had sent a letter to the Premier of Mpumalanga, by the time response is received from provincial level, the damage will be immeasurable. The blame has been put on corrupt officials and faulty equipment for the backlog. All learner’s licences, driving licence cards, temporary driving licences and professional driving permits that expired between 26 March 2020 and 31 August 2021 are deemed to be valid, and their validity periods are extended for a further grace period ending on 31 March 2022. Transport minister, Fikile Mbalula, has announced the extension in the Government Gazette. “To give motorists a fair opportunity to renew their licences, while we are rolling out a number of measures to improve efficiencies and resolve challenges, we have decided to extend further the grace period for the renewal of licences,” Mbalula stated. Due to the impact of the pandemic, road users have struggled with renewal appointments for their licence cards at license offices, which has led to a massive backlog of more than 50 000 applications. Mbalula said that a total of 1.2 million expired licences still had to be renewed. The blame has been put on corrupt officials and faulty equipment for the backlog. Mbabula’s announcement comes after calls from civil action organization, OUTA, to extend the grace period after it received complaints from many frustrated motorists about the booking process. OUTA welcomed the extension, but asked why the government had left the issue and until the last minute. SAPTU is not in favour of taxing workers to fund the procurement and distribution of vaccines against COVID-19. According to media reports, Treasury is considering raising taxes to fund the vaccination rollout, stating explicitly that they will be the only bidders for buying the vaccine. “It is inconceivable that our government even considers raising taxes to provide an essential service,” says Adv Ben van der Walt, the general secretary of SAPTU (South African Parastatal and Tertiary Institutions Union). “While at the same time, the money thrown at SAA, the Land Bank, Eskom and any other state-owned enterprises seem to disappear into the abyss.” The Minister of Health, Mr Zweli Mkhize, already confirmed an estimated cost of R20 billion to vaccinate the entire country, but more recent rumoured estimates by Treasury put the amount at around R10 billion. “This is yet another example where the government creates distrust,” says Adv Van der Walt. “Why is there such a discrepancy between the two estimates? We do not trust the government to ensure there is no corruption involved in the process.     Breyten water outage update 1/1 Share GK CRONJE 2 March 2021 Refurbishment and upgrade of the Breyten Water Treatment Works to the tune of R6.6 million. Media Statement - Breyten / KwaZanele and Chressiesmeer / KwaChibikhulu obtains water from the Torbanite Dam, which is also supplied with water from the Usutu-Transfer Pipeline line via the Upper Komati Pipeline from Camden power station at 1.43 Ml/d. The Water Treatment Works has a capacity and/or purify 3ML per day. The current demand of the area fluctuates according to the season, and is between 7ML per day during high season, and drops to 5,3ML per day during the winter months. The Water Treatment Works supplies water to the following reservoirs namely Tower (0.75ML), Breyten (0.75Ml), Chaina (1Ml), KwaZanele (5Ml) and Chrissiesmeer Reservoir (0.75ML) Steel. Breyten Reservoir supplies Breyten town, Chaina Reservoir supplies Chaina / Thabo., KwaZanele Reservoir supplies the whole of KwaZanele location, and Chrissiesmeer Reservoir supplies Chrissiesmeer and KwaChibikhulu. Due to the topology of the area and insufficient existing storage facilities, the high lying areas experienced low water pressure or no water from time to time. In resolving the above, Msukaligwa Local Municipality appointed a contractor for the refurbishment and upgrade of the Breyten Water Treatment Works to the tune of R6.6 million. The site was handed over on 31 August 2020. The work commenced on 1 September 2020. The specific scope of work during the shutdown included inter alia the following: De-slugging of the sedimentation tank and inlet channel to filters, replacement of the 3 (three) de-slugging values and placement of filter media in filter three. Installation of telemetric system and construction of the plinth and clearview fence around the generator. Installing of standby pump in the Torbanite dam and refurbishment of pumps at the Torbanite pump room. Installation of generator at Breyten WTW. Installation of an elevated steel tank. The de-slugging will optimize supply of water to the Water Treatment Works, and as results alleviate the intermittent water interruptions in Breyten and KwaZanele. During this period the affected areas / high lying area is supplied with water through water tankers. Communities are urged not to pay water from water tanks, as this water is for free. If they are made to pay for the water, they must report this to their councillors. The municipality appeals to all affected people to bear with us during period. The project overall progress is at 96%. The outstanding is to testing, commissioning and the handing over of the site back to the municipality. On 3 February 2021 and/or early hours of 4 February 2021, the municipality discovered that the pump at the treatment work vandalized, which exacerbated the situation in the areas.
