The unions have called on Motshekga to meet teacher unions and governing body associations on 11 June for "genuine assessment and engagement" about the readiness of the system. “If we follow the protocols and maintain all precautions, we will effectively minimize the risk posed by the coronavirus.” There are the words of President Cyril Ramaphosa, who has urged schools to not reopen until all the necessary precautions are in place. This comes after the return to school for Grades 7 and 12 has been delayed by another week. President Ramaphosa has assured parents that government and all stakeholders are doing all they can to ensure their children’s safety. Teacher unions have called on schools not to reopen amid the chaos caused by government's last-minute 7 day postponement. “We have heard them, we welcome their contributions and are taking steps to address their concerns as well as proposals.” the President stated. Basic Education Minister Angie Motshekga was expected to address the nation on Sunday evening, and has been heavily criticized for her apparent inability to maintain a sense of order in her department, and with the confusing myriad of conflicting statements made. The Council of Education Ministers (CEM) was concerned that, in some provinces, personal protective equipment (PPE) for pupils had not been received and some schools had not been made ready for their return. Despite Motshekga claiming otherwise, school governing bodies and unions believe it is not in the best interest of children and teachers to return to school while there is uncertainty about health and safety. “The response never came through until the statement which was released after two cancellations of the media briefing, and despite an undertaking in the meeting by the minister on behalf of the CEM. The teacher unions were vindicated by the independent monitoring consortium led by the National Education Collaboration Trust (NECT) that the system wasn't ready for the reopening of the schools for learners in Grade 7 and 12 on 1 June 2020. The minister asked for time to consult her colleagues, and committed to respond on 31 May, which she did not honour. This is a betrayal of trust, and does not bode well for the credibility of the education system. We want to put on record that the date of 8 June was never mentioned in the meeting, because the focus was readying the system and ensuring that all the provinces comply with the 12 non-negotiables,” unions NAPTOSA, PEU, NATU, SADTU and the SAOU collectively stated. The unions alleges that the Department of Basic Education is "obsessed with dates and ignoring the evidence of provincial readiness. The lack of appreciation for evidence can only be characterized as irresponsible and negligent,” they echoed. In terms of the National Water Act, 36 of 1998, as read with the National Environmental Act, 107 of 1998, the pollution of a water resource is a criminal offence. “There is nothing more frightful than ignorance in action.” - Johann Wolfgang von Goethe. As Msukaligwa Local Municipality (MLM) fails to deliver on services across multiple levels of their management structure, the quote seems fitting. The Vaal river, a source of water for approximately 19 million South Africans, has been slated as polluted “beyond acceptable levels”, impacting on natural ecosystems and endangering the people's health. Raw sewage flowing into living areas is also a major health hazard, The South African Human Rights Commission (SAHRC) stated. The investigation by the SAHRC followed media reports that raw sewage from various water management works from several municipalities had been leaking into the Vaal River. MLM is no exception, and is, in fact, one of the major contributors to the pollution of the Vaal River. The constant flow of raw sewage from President Fouché Avenue, the field between Oosthuise and Joubert Streets, as well as a constant flow of raw sewage from the informal settlements along the outskirts of the N17. However, the issue of MLM’s blatant disregard of environmental impact is nothing new. In 2014, Municipal Manager at the time, Mr M.W. Zungu, the Head of the Water Department, Mr B. van der Merwe, and the Director of Technical Services, Mr S. Magudulela, received a summons, whilst performing in their capacity as managers of Msukaligwa Local Municipality, in connection to the blocked sewage drains in the vicinity of the Pet Dam. The raw sewage, which, to this very day, still overflows into the creek, deposits a quantity of >1 000 000 E. Coli per 100ml of water. This contravenes several statutory requirements, as stated by AfriForum in their 2014 summons. In terms of the National Water Act, 36 of 1998, as read with the National Environmental Act, 107 of 1998, the pollution of a water resource is a criminal offence. However, no heed has been, or is paid by MLM. In 2014, stated that Rand Water has appointed contractors to see to the general maintenance of the sewer network. The purpose of the work being done at this site was to flush the bulk sewer lines so that proper water inflows at the sewer work can be measured. This is part of the Water Demand Management Project that has been launched. Birds, other wildlife and stray cattle feasts on the daily smorgasbord of excrement gushing from the sewerage lines, and cattle herders plod through the soggy marsh of sewage. The large-scale environmental contamination holds immense health risks to animals, and especially residents, facing the throes of the COVID-19 pandemic. Several half-hearted attempts from MLM to remedy the issue has yielded no results or solution to the issue, and was done to quell the barrage of complaints from residents and businesses. The overflow from all the abovementioned sites connect directly to the Klein Drinkwater stream. This stream flows through several farms an small holdings to eventually contaminates the Vaal River with thousands of kiloliters of raw sewage per month. The overflow from the field in Camden Avenue contaminates the entire field between Mauritz Read Street and President Fouché Avenue, where cattle often graze and residents cross by foot. This sewage then flows towards the field between President Fouché Avenue and Wes Street, where it contributes to the shocking amount of sewage that overflows from the manholes and dilapidated sewerage network in this area. Instead of finding a solution to the overflow of raw sewage from the manholes in President Fouché Avenue, MLM has opted to brazenly dig trenches to redirect the sewage towards the middle of the field in an attempt to make the overflow less noticeable. However, this is of little comfort to residents in this area, as well as the local school, who have to suffer in the unsanitary environment and gagging stench, day in, and day out. This combined, constant stream of raw sewage then flows directly into the Pet Dam, which overflows into the creek between Oosthuise and Joubert Streets. There, it is joined by the overflow of the manhole in yet another field, which flows past the informal settlements and towards the Klein Drinkwater stream. Despite the raw sewage, the Klein Drinkwater stream is contaminated beyond all recognition by refuse, sanitary pads, tyres and all manner of other refuse being tossed in the stream by nearby residents. The Democratic Alliance of Mpumalanga (DA) has announced that they will write to COGTA MEC, Busisiwe Shiba, asking her to capacitate and help municipalities spend their infrastructure grant as residents are struggling with service delivery because of old and dilapidated infrastructure. “The recent Auditor-General report has mentioned that despite there being huge infrastructure backlogs in all municipalities across Mpumalanga, municipalities are still failing to utilize grants given by national government for the purposes provided. Over the past couple of years, Msukaligwa Local Municipality has become synonymous with infrastructure issues relating to water shortages, sewage leaks that run into the rivers and onto land, and issues around power outages. Numerous infrastructure backlogs resulted in a failure of the municipality to provide water to the residents of Sheepmoore, Skaapruiz and parts of Lothair and Breyten. In addition to the above, dilapidated sewage systems have resulted in sewage spills across the municipality, and the resultant pollution of land and the water systems such as the Vaal River. It is from this perspective, the DA condemns the municipality’s underspending of the Regional Bulk Infrastructure Grant by 95% as reported on by the Auditor-General in the 2019/20 audit of local municipalities,” the DA stated. < Previous Article Next Article >

Press Release - The Gert Sibande District Municipality (GSDM) has again called for an immediate end to the scourge of Gender Based Violence (GBV) and Femicide. The call was made during a prayer session that was conducted from the GSDM Council Chambers on Thursday, 25 June where less than 50 delegates were gathered while others joined virtually in line with the lockdown alert level 3 regulations. Leaders from various faith-based organisations joined the GSDM political and administrative leadership during the prayer session, which was held under the theme “An Outcry for spiritual Intervention against COVID-19, Gender Based Violence and Femicide”. In his address, GSDM Executive Mayor, Councillor Muzi Chirwa, said the municipality was very concerned by the emergence of violence directed at women and children. “These acts of Gender Based Violence and Femicide are rising and they are done by some of us in the society, in particular men. That is why as the collective leadership of this municipality are calling on men to desist from this conduct of abusing and killing of women and children,” said Chirwa. He also announced that GSDM would be hosting a first ‘District Women and Men Parliament’ the following day, 26 June 2020, virtually, to try and find solutions in fighting the scourge and grow the District together. He further added that the municipality had the full confidence on all the law enforcement agencies that they will act swiftly against the perpetrators of Gender Based Violence and called on members of the community to work with them by reporting incidences to the police. Cllr. Chirwa also raised his concerns about the sharp increase in the number of COVID-19 infection rates in the country, particularly in the District, and called on all to remain vigilant. Optimum was leveraged out of Glencore’s hands by failing ANC officials straight into the hands of the Guptas’ Tegeta. Because of poor management, the mine which has been operating since 2002, was forced to shut down in 2018 and over 1000 employees and 500 contractors lost their jobs. On an oversight visit to the mine this week, the DA experienced first-hand, the devastating effect left by the closure of the mine on the communities of KwaZamokuhle Township and Pullens Hope. Majority of the people who live in Hendrina and surrounding areas depended one way or the other on a functional Optimum Mine, that is until Jacob Zuma’s ANC and the Guptas took over and brought the mine to its knees. Driving or walking around KwaZamokuhle Township, you meet young people who have lost hope and their livelihood. Many where employed by the mine – or had small businesses that supplied different resources to employees of the mine. There’s also a mushrooming new informal settlement of people who lost their houses when the mine closed down. As for Pullens Hope where the mine is located, it has become a Ghost Town and buildings or flats that accommodated mine employees – have been abandoned and left to ruins. There are also disturbing allegations that “ANC Forums” go around Hendrina, especially in KwaZamokuhle Township, charging desperate job seekers R1000 or R1500 to arrange employment for them on the nearby mines and the Hendrina Power Station. The ANC have failed the communities of Hendrina and surrounding areas. Their mismanagement of Optimum Coal Mine had crippling effects on our economy, our electricity supply and affecting ordinary coal workers who cannot afford to put food on their tables or books in their children’s school bags. Currently the mine is under business rescue and its issues are in courts. One occupant of the Toyota Hilux perished during the collision. Three people have lost their lives in a collision on the N17 crossing traffic light, adjacent to Cassim Park, on Saturday night. Two more have been hospitalized. Emergency services rushed to the scene, which was cordoned off while pathology services investigated. The collision between the Toyota Hilux and Nissan NP200 shocked motorists, and a crowd quickly gathered to see what happened. An eye witness told the Tribune ePaper that one of the vehicles disregarded the traffic light, and the collision occurred at high speed. One of the two lifeless occupants of the NP200 had to be freed from the wreckage with the jaws of life. One occupant of the Toyota Hilux perished during the collision. Forensic services combed the scene, while Msukaligwa Fire and Rescue Services, towing services, provincial ambulance services and ER24 arrived in swift succession. Spartan Training, the traffic department and the SAPS worked in tandem to regulate the scene and the flow of traffic. The University of the Free State (UFS) has stated that it is in the process of preparing a clinical trial protocol to determine the efficacy of Ivermectin in the fight against COVID-19. This is being handled by FARMOVS, a wholly-owned clinical research company of the university, together with several medical and scientific experts at the university. The clinical trial protocol will be for a randomised, controlled study according to the requirements of the legal professions, to submit it for approval to the relevant national regulatory authority. UFS management distanced the institution from a viral WhatsApp voice clip that is being circulated, in which reference is made to a particular meeting, and mention is made of the role the institution is playing in establishing the efficacy of Ivermectin to treat COVID-19. “The voice clip is premature and was shared with a small group, from where it went viral. The voice clip is also not factual, specifically regarding the university and its alleged opinion pertaining to the usage and need for scientific investigation into the matter. The UFS is committed to rigorous science and evidence-based research, and both FARMOVS and the university fully support the published opinions and guidelines of SAHPRA and the scientific advisory boards established by the scientific community, as well as the stance of the SA government on Ivermectin for COVID-19.” The university statement comes as AfriForum said it had brought an urgent court application against the SA Health Products Regulatory Authority (SAHPRA) and Dr Zweli Mkhize, minister of health, to ensure that Ivermectin developed for human consumption is available to doctors who want to prescribe it to treat COVID-19. M.O.T.H (Memorable Order Of Tin Hats) Monte Sole Shellhole members in Ermelo are well known for their acts of compassion, and this weekend was no different. On Saturday, a heartfelt event was hosted in honor of cancer survivors Ita van Dyk and Teagan van Wyk (4), also known as Little Superman, which plucked the heart strings. Teagan had been diagnosed with high risk neuroblastoma, and the day was aimed at giving him some fun and merriment. Although shy and reserved, Teagan put on a brave face, and was applauded by onlookers as he was lauded for his fearless fight against cancer. Stalwart resident Ita van Dyk was also honored, and shone as a beacon of fighting spirit and inspiration to many. Chairman Gerrie Oosthuizen kicked off the proceedings with a wonderful speech, and announced that a donation of R10 160, collected my means of a shave and color event, would be handed over to assist Teagan in his second fight against cancer.
