The dry winter season is all but upon us, and this poses the opportune setting for idle hands to cause extensive damage, as well as putting countless lives in danger, both human and animal. Arson is the act whereby a person sets the fire, or intends to start a fire, knowing that the fire will destroy something. The majority of arson crimes are classified as intentional, wilfully and maliciously. This means that the arsonist has the intent to cause damage upon starting the fire. Though the act typically involves buildings, the term arson can also refer to the intentional burning of fields, dry grass and leaves, which is a common sight in Ermelo. During the course of last week, motorists traveling in the area in and around President Fouché Avenue had to pay extra attention, as thick smoke bellows from the adjacent field made visibility extremely poor. Further aggravating the situation is the fact that the road was obscured by smoke in the timeframe where traffic flow was ramping up as residents returned from work. Allegations have surfaced that a gardening service set a pile of dry leaves on fire, subsequently causing the fire to spread to the nearby field. The imprisonment term for a convicted crime relating to arson could be set up to seven years or more, and a fine of up to R250 000, and four years of probation. Tweedens eindig die riool op in die Pet Dam, wat dan veroorsaak dat die dam verslyk. Die skokkende nalatigheid vanaf Msukaligwa Plaaslike Munisipaliteit (MLM) rakende die onderhoud van die rioolsisteem in Ermelo en omliggende areas, laat talle inwoners om op te snork met rou riool, en die stank en gesondheidsrisikos wat gepaard gaan met verstopte rioolpype. Die rioolsisteem in President Fouché Laan is in so erge mate afgeskeep, dat daar op ‘n bykans weeklikse basis rou riool bruis vanuit die mangate. Hierdie area is al in die kollig vir meer as drie jaar, waar daar weekliks klagtes ingedien word, maar geen gehoor gegee word vanaf MLM nie. Geen daadwerkilike poging word aangewend vanaf MLM om die probleem op te klaar nie. Tot die bittere frustrasie van inwoners oorkant dié gemors, pleit MLM, sowel as wyksraadslede, bewusteloos, met die relevante departement van MLM wat die rioolpype halfhartig ontblok, in plaas van om direkte aksie te neem en die groter probleem van die infrastruktuur op te los. Inwoners moet maar net tevrede wees met die flou verskoning dat hulle die konstante probleme blameer op die feit dat daar onregmatig gebou en verleng word by baie wonings, sonder die goedkeuring van ‘n bouinspekteur of dorpsbeplanner. Ander verskonings sluit in ‘n gebrek aan finansies, gebrek aan gereedskap en masjienerie, en ‘n reeks ander belaglike bogstories. MLM het in die verlede ook aangedui dat uitbreiding van die aantal inwoners die reeds bouvallige rioolsisteem uiteraard oorlaai. Inwoners van dié area laat egter nie weer toe dat MLM heuning om hul monde smeer nie, en beplan om protes aan te teken teenoor die beplande meenthuis kompleks in die area. “Ek weet nie onder wat se klip hierdie munisipaliteit se stadsbeplanner uitgekruip het nie. Ek weet nie eers of daar ‘n gekwalifiseerde beplanner is wat weet wat hy doen nie. Ek is nie geniaal nie, maar logika sê vir my dat daar geen manier is dat hulle net planne vir komplekse kan goedkeur, terwyl hul duidelik weet dat die infrastruktuur klaar vrot is nie.” Dié is die woorde van ‘n inwoner in die area, wat anoniem wil bly. “Hulle bou en bou en bou net, waar gaan dit eindig? Soos dit is sit ons bykans elke dag sonder elektrisiteit, en nou wil hulle nog ‘n spul komplekse bou. Hulle sê dat die 88kVA lyn “oorlaai” is, en dat dit die rede is dat ons in die donker sit en vingers tel. Maar tog keur hulle links en regs nuwe ontwikkelinge goed sonder om te aarsel. Soos dit is loop die stront die strate vol voor my huis, ek kan nie my deure of vensters oppmaak sonder om te versmag in die stank nie. My kinders kan nie buite speel nie want dit is uiters gevaarlik, veral tydens die COVID pandemie wat ons in is. Die munisipaliteit preek oor higiëne en wat nog alles, maar hulle kan nie eers basiese dienste verskaf nie. Waar is ons raadslid? Wie is ons raadslid? Geen mens weet nie. Ek het telkens die gesondheidsinspekteur in die hande probeer kry, maar loop in mure vas by die munisipaliteit. Hulle is van geen hulp nie. Skandelik, dit is die woord. Skandelik.” Na aanleiding van die vorige verklaring wat deur MLM uitgereik was, is die toekoms donker vir inwoners van die area, omrede daar na bewering geen finansies in die MLM koffers is nie. Die toestand in President Fouché Laan is al van so aard dat daar slote gegrou is langs die mangate waar die rou riool uitborrel, en dié vloei dan vrylik na die middel van die veld toe. Hierdie riool loop dan verby ‘n nabygeleë skool, wat eerstens onaanvaarbaar is. Tweedens eindig die riool op in die Pet Dam, wat dan veroorsaak dat die dam verslyk. Die Tribune het met MLM se woordvoerder, Mandla Zwane, gepraat. Dié wil inwoners verseker dat daar aandag gegee word aan die probleem, en dat hy die relevante departement in kennis gestel het van die riool. Zwane het ook gesê dat hul ‘n plan van aksie bekend sal stel rakende die dienslewering in die area sodra die begrotingsvergadering afgehandel is. BG Motha has been announced as planning and economic development MMC, and is also councillor for Ward 8. Motha is responsible for oversight over four sections, namely local economic development, land use management and spatial development, human settlement and property management. MMC EC Msezane is responsible for finance department. This department is comprised of six sections, namely budget management, supply chain management, expenditure management, assets management, credit control and cash management and revenue management. SE Ngovene has been announced as MMC for community and social services department, and is a councillor for Ward 10. The community and social services department is comprised of seven sections namely, disaster and security services, fire and rescue service, licensing and regulatory services, traffic and law enforcement services, library and information services, cemetery, parks, sports and recreation services, solid waste management and environmental services. TJ Madlala has been announced as MMC for the corporate services department, and is a councillor for Ward 3. Danie Geel (40) ‘n bekende in die gemeenskap, wil vir elke persoon in die gemeenskap, asook elke boodskap, dankie sê. Hy het aan die einde van 2005 gekla oor rug pyn, en is hospitaal toe waar hy net ‘n inspuiting ontvang het vir pyn. Die volgende oggend het hy wakker geword om te gaan werk, maar hy geen gevoel gehad in sy bene nie. Hy is per ambulans na die hospitaal geneem, is oorgeplaas na Pretoria, en hul het nog dieselfde aand ‘n rug operasie ondergaan. Na afloop van die operasie het die dokters hom ingelig dat hy nie weer sal kan loop nie. Die eerste pakhuis wat in Amersfoort geleë is, is op Donderdag, 26 Augustus vasgetrap, waar daar onwettige alkohol bedryf plaasgevind het. Informasie is gelui vanuit Volksrust dat daar ‘n groot pakhuis in Amersfoort verlate staan. Die leidrade en alle informasie is gelui, en die verlate pakhuis is gevind. Tydens die ondersoek by die pakhuis is daar verskeie handelsmerke en tipes drank gevind, ter waarde van ongeveer R40 miljoen. Die drank is ondersoek, waar daar ook gesien is dat van die etikette op die verskeie alkohol bottels vervang is, en dat dit nie die oorspronklike etikette is nie. Die etikette word self gedruk, waar die oorspronklike etikette verwyder word met spesiale toerusting, en dan weer op die bottels geplak word. Die bokse waarin die drank verpak is, is gemerk “Export” waarby dit verander word na “Import”. Die grootste handelsmerk wat gevind is by die pakhuis, is “Original Best Classic Whiskey”, wat 664 kaste was. Ander handelsmerke is ook gevind, onder andere Bells Whiskey (389 kaste), Smirnoff 1818 Vodka (452 kaste) en Johnny Walker Red Label (156 kaste) met 11 los bottels. Tydens die ondersoek is daar niemand gearresteer nie, want volgens inligting wat ontvang is, woon die eienaar van die pakhuis in China. Die ondersoek duur steeds voort, al die alkohol wat gevind is in die pakhuis is verwyder na die staats pakhuis in Johannesburg. Op Woensdag, 1 September, het die ondersoek verder gegaan, waar daar ‘n pakhuis in Ermelo in Sluiter Straat gevind is. Navorsing is gedoen, en die eienaar van die pakhuis is gevind en dadelik gearresteer. Mingmin Gao (31) het op Vrydag, 3 September, sy eerste verskyning in die Ermelo Hof gemaak, waar hy borgtog geweier is en 4 aanklagtes in die oë staar. Sy saak is uitgestel tot 10 September 2021. Gao het op 1 September ‘n SAPD lid probeer omkoop met ‘n bedrag van R 6800.00, sodat die SAPD hom nie moet arresteer of enige verdere stappe teen hom neem nie. Sersant Nkosi het Gao egter steeds gerresteer, en ‘n saak teen hom geopen vir korrupsie. Dieselfde prosedures is gedoen met die alkohol wat in Amersfoort gevind is, waar daar ook valse etikette gemaak is en op die bottels geplak is. Tydens ondersoek is die alkohol wat in die Ermelo pakhuis gevind is, ongeveer R10 miljoen werd. Die Ermelo pakhuis, en dié van Amersfoort word verbind met mekaar, die ondersoeke duur steeds voort. In die Ermelo pakhuis is daar verskeie tipes alkohol gevind, waar die grootste handelsmerke 150 kaste Belgravia Gin, 65 kaste Wellington Whiskey en nog vele meer is. Gao besit verskeie besighede is die dorp, waar sy plaaslike drankwinkels ook deursoek is. Van die aanklagtes teen Gao is dat hy onder andere doelbewus en onregmatig wanvoorgestel het aan SARS, Doeane- en handelsmerkbeskermers, opsetlik en onregmatig onwettige goedere in sy beheer gehad het, en dat hy valse verklarings afgelê het ten opsigte van die invoere van al die alkohol. The recent rainfall has highlighted the alarming amount op potholes and sinkholes that plague Ermelo’s roads, as well as the roads in Wesselton and surrounding areas. The apathetic act by Msukaligwa Local Municipality (MLM) to fill the potholes with gravel and sand has come back to haunt the entity, as hundreds of potholes have been washed open, and in many cases, worsened by erosion and constant traffic across the soggy tar surface surround these potholes. Large sinkholes have also appeared where the thin layers of superficial tar have been washed away and trampled by traffic, eroding to such an extent that motorists often have to grit their teeth while unwittingly slamming into these deceptively deep, water filled sinkholes, causing extensive damage to their vehicles, tyres and wheel alignment. The road conditions are further deteriorating at unfinished worksites, where MLM teams removed large sections of the tarred roadway, only to be haphazardly filled with loose soil. These sites are now completely eroded and deep crevices are left as a danger to motorists. The South African Police Service (SAPS) in Ermelo has been lauded for managing to arrest three suspects for the killing of two men at a local tavern, just days after they allegedly committed the crime. “The management of police in Mpumalanga has applauded SAPS members in Ermelo for their tenacity in arresting three men, aged between 24 and 29, on allegations of murder as well as attempted murder. These suspects are allegedly involved in a shooting incident where two men were murdered whilst four others sustained serious injuries. A probe into the incident was immediately sanctioned, as a result, the three were arrested yesterday, Friday, 19 March 2021. During the arrest, police recovered two firearms and ammunition, an act which culminated into additional charges of possession of unlicensed firearms and ammunition. Police will also widen the scope of their probe with a view to establish if the firearms were not illegally used elsewhere” the SAPS in Mpumalanga said in a statement. The three suspects stormed a shebeen in Sun City, before firing randomly at patrons. According to SAPS, six men were shot. While four of them sustained injuries, the other two men were announced dead on scene. She woke up and went outside to use the bathroom. While walking down the path, she was grabbed from behind by a suspect. He covered her mouth, so that she could not call for help, and threatened her with a knife. The SAPS has stated that three incidents of rape have been registered the past week. The first incident happened on 2021-07-04 at 00:30 in Nyibe. The complainant (16), was asleep at home. She woke up and went outside to use the bathroom. While walking down the path, she was grabbed from behind by a suspect. He covered her mouth, so that she could not call for help, and threatened her with a knife. He forced her to an open veld where he raped her. After the rape, the suspect told the complainant to keep quiet about the incident and left. She reported the rape three days later to the Ermelo Police. The second incident happened on 2021-07-08 at 16:25, in the vicinity of Kwamabuza next to the N11. The complainant (48) was on her way home, when confronted by the suspect, armed with a knife. He threatened her with the knife and then raped her. After the incident he fled the scene. The third incident happened on 2021-07-09 at 11:00. The complainant (18) was walking from Kwamabuza. Next to Ermelo Airfield, a suspect came from the bushes, holding a knife. He grabbed the complainant and said that if she screamed he will stab her. He raped her and fled from the scene. Some of the kiosks and mini substations doors were / are removed/ stolen by the community members. MLM also stated that it has lost R4 million from November 2018 to October 2019, due to cable theft. According to the municipality, the expenditures derails the maintenance process, hence the shoddy state of the substations and kiosks within its area of governance. Four men, of which one sustained severe electrical burns, have been admitted to Ermelo Provincial Hospital over the weekend for treatment. According to the information at hand, the men attempted to loot an exposed substation in Chris de Villiers Street. The substation in question has been a topic of debate, as it is one of the myriad of substations that are without covers or lids, with the exposed electrical circuitry begging to be tampered with, or stolen. The injured suspect sustained extensive electrical burns on his arms, torso and lower areas, aggravated by his clothing set alight by the electrical flash. According to information at hand at time of publication, the man survived the sustained injuries. The issue of substations being subjected to lack of maintenance by Msukaligwa Local Municipality (MLM) for extended periods of time is long standing, and is yet to be fully addressed by MLM. This particular substation has been targeted by thieves on various occasions, with businesses in the surrounding area suffering the damages caused by outages. With the exposed substations ripe for the picking, ponderous cable thieves have ample time to prepare, and strike during the rolling municipal load shedding, which takes place according to a published schedule. This makes life easier for prowling criminal elements, looking for an easy score. MLM is plagued by continuous cable theft in its various wards, with cables being spliced under a shroud of darkness due to non-working street lights, and even in the light of day, should criminals be brazen enough. Events such as this cause extended outages in wards, with residents suffering the aftermath of criminality. Cable theft is also a major expenditure within MLM’s budget, with residents often sitting in the dark for hours as technical teams scramble to acquire the necessary material for cable repairs. In previous statements, MLM has confirmed that several dockets pertaining to cable theft are active at the SAPS, but investigations are time consuming, and does little to buffer the crippling expenditure suffered by the municipality. The National Energy Regulator of South Africa NERSA requires mini-substations to be free of rust, and be locked as to be of no safety risk to the public. It is also expected by NERSA that municipalities keep substations and mini-substations painted, numbered and marked correctly, and that hazard signs be clearly displayed. This is not the case in Ermelo. NERSA mandates that, upon request, records must be provided of all emergency maintenance, regular maintenance and preventative maintenance that have been performed. Formal inspections of the network must also be presented upon request, although drive-through inspections may be accepted. In October 2019, MLM responded to the enquiries regarding the dilapidated substations, and stated that MLM has an approximate 880 kiosks and mini-substations. According to MLM, at the time of response, MLM had repaired 153 kiosks and mini substations over the course of 12 months, at an approximate cost of R500 000.00. According to the statement, MLM had also replaced an approximate 10 kiosks that burnt since January 2019. Some of the kiosks and mini substations doors were / are removed/ stolen by the community members. MLM also stated that it has lost R4 million from November 2018 to October 2019, due to cable theft. Since the last response in October 2019, MLM has kept mum as to the daily degradation and lack of maintenance of substations and kiosks, despite enquiries on several occasions. MLM issued a statement, which read as follows: “The municipality, through the electrical section, received an information from the police that three men were electrocuted near Chris De Villiers Street, and they were already in Ermelo Provincial Hospital. It alleged that the five men were attempting to steal cables in the area, where two of them escaped unharmed. Cable theft and illegal connections costs the municipality (rate payers) millions of Rands, and may also lead to death to those who steal or connect illegal. Innocent or unsuspecting people may be in danger of the unprotected electrical wires. Cable theft is one of the causes of delay in restoring power after power outages. The municipality appeals to the community to immediately report any suspicious persons next to electricity apparatus to the municipality or police.” Information obtained from the SAPS Communication Department regarding the incident stated that MLM did not open a case against the alleged cable thieves. 'n Klag van roekelose en/of nalatige bestuur is geopen. Tydens ‘n besoek aan die dame in die provinsiale hospitaal, is opgemerk dat sy goed aansterk. Op Donderdag, 8 Oktober, ongeveer 16:00, was ‘n bejaarde dame en haar kinders oppad dorp toe. Die gesin het by die stop straat op die hoek van Jan van Riebeeck en Oosthuizen Straat gestop, en daarna oor gestap. ‘n Vragmotor het af gedraai, en het bo-oor die bejaarde dame se bene gery. Die dame is dadelik na die provinsiale hospitaal geneem vir mediese behandeling. “Die bestuurder van die vragmotor sê hy was besig om te draai, toe die insident plaas gevind het.” Het Kaptein Carla Prinsloo, media beampte van die SAPD, gesê.
