The Democratic Alliance (DA) has asked the Green Scorpions to intervene as Mpumalanga local municipalities are failing to provide proper wastewater and sewage disposal. This exposes residents to an environment that is harmful to their health. During the latest Green Drop assessment for Mpumalanga, it was noted that 43% of the province's wastewater systems were deemed to be in a critical state, and that only 6 out of the 76 systems in the province were operating well above capacity. The above is completely unacceptable, given the constant land and freshwater pollution in municipalities such as Lekwa, Thaba Chweu, Dr Pixley Ka Isaka Seme and Msukaligwa Local Municipalities. The DA finds it extremely concerning that of the 118 directives issued by the Department of Water and Sanitation, Mpumalanga was issued with the highest number in the country at 24. During the 2022 analysis of wastewater systems in the province, no wastewater system scored the minimum of 90% needed. On compliance, Mpumalanga scored 19% on microbiological compliance, 25% on chemical compliance and 34% on physical compliance. Based on the Green Drop report for 2022, seven (7) municipalities in the province scored less than 30%. Bushbuckridge is rated at 24%, as wastewater systems in Dwarsloop, Maviljan, Tintswalo, Mkhulu and Tulamahashe were reported to be in a critical state. Dr Pixley Ka Isaka Seme was rated at 22%, as all 5 waste water treatment systems are in a critical state. Lekwa was rated at 17%, as both water treatment systems are in a critical state. Msukaligwa was also rated at 17%, as all 7 waste water systems were reported to be in a critical state, Chief Albert Luthuli was rated at 11%, as all 5 waste water systems were in a critical state, Thaba Chweu was rated at 10%, and Dipaleseng scored a mere 4%. Given the above, the DA has written to the Green Scorpions, requesting that they investigate pollution of the land and fresh water reserves in the above mentioned municipalities, and to ensure that this stops. < Previous Article Next Article >

The problem affects millions of young girls and women in South Africa every day, and yet there are ways to combat this social issue, while also assisting with job creation at the same time. In Mbombela, HL Hall & Sons, a multinational operation with businesses in fresh produce, property development, pharmaceuticals, technology, and financial services, has joined forces with Blossom Care Solutions to fight this national problem in a practical, holistic way. The approach enables the empowerment of girls and women from both an individual as well as an economic perspective. So says Shamiela Sarlie, Managing Director at Blossom Care Solutions, a social enterprise that exists to combat the issues brought about by period poverty in South Africa, while also investing in sustainable job creation. Sarlie explains, “The overall impact of period poverty is to present even more obstacles to the learning and development of those young girls and women who are affected by it, when compared to their male counterparts. This, together with the social stigma that is still associated with menstruation in township and rural markets, causes additional social and economic disadvantages to those affected. This is why Blossom Care Solutions was established in 2019 as a mission-centric social enterprise: for women, by women.” She notes that Blossom Care Solutions has established a solid foundation over the past three years and will have a national footprint at the end of February 2022. “We are grateful to a number of corporate and NGO partners that have bought into our mission and supported Blossom Care Solutions. The latest of these is HL Hall & Sons, through the initiative in Mbombela, which will see the opening of a sanitary pad production facility, using our specifically-developed business model. During our first year of operations, six previously unemployed women between the ages of 18-34 will be selected to complete Blossoms’ learning and development programme. The emphasis is on developing confident capable young women who are able to take over the running of the business after 12 months. The seasonal flu vaccine available from Medirite, the chain of pharmacies conveniently located inside Shoprite and Checkers supermarkets, protects against four strains of flu. Although the vaccine will not protect against COVID-19, it will play an important role during the pandemic, says Lisa Giltrow, Senior Pharmacist at Medirite. “The flu vaccine won’t make you more resilient to COVID-19. It may however make diagnosis of a COVID-19 infection easier. As the typical viral infection symptoms are largely similar in both the flu and a Coronavirus infection, presentation of these symptoms could mask a COVID-19 infection and result in a missed diagnosis. By having the flu vaccine and thus reducing the risk of contracting flu, it could rule out flu as a possible diagnosis and the person being tested for COVID-19 rather than writing it off as a ‘case of the flu’,” explains Giltrow. Vaccination is the most effective way to prevent infection and severe outcomes caused by influenza viruses, advises Giltrow, and the flu vaccine reduces the number of flu-related doctor’s visits and hospitalizations each year. “Vaccination is especially important for people at higher risk of serious influenza complications, and for people who live with or care for high risk individuals. The flu vaccine also protects both mother and child when administered during pregnancy - passive protection of the infant occurs from birth to less than 6 months of age following vaccination of pregnant women,” says Giltrow. Although anyone can obtain the vaccine, during the COVID-19 pandemic the World Health Organisation (WHO) has specifically recommended seasonal influenza vaccinations for health workers, older adults, pregnant women, individuals with specific chronic medical conditions, and children aged 6-59 months. Those who’ve previously had flu vaccinations should also return for their shots this year, as the new vaccines contain protection against the latest strains detected for the 2021 season, says Giltrow. The results are highly effective, and although no vaccine can offer 100% protection, they can reduce the severity of illness in people who may still contract it. “The flu vaccine stimulates your body’s natural defence system to produce antibodies. This occurs within two to three weeks after vaccination. These antibodies neutralise the flu viruses when the body is later exposed to them,” explains Giltrow. On Friday, 28 May 2021, the executive mayor, Cllr. Mkhaliphi, presented the Integrated Development Plan (IDP) budget. While presenting the draft of the multi-year budget for 2021/2024. The budget layout was met with resistance from the Economic Freedom Fighters (EFF), as well as the Democratic Alliance (DA), who did not accept the budget. The African National Congress (ANC) deemed the budget to be acceptable, and the draft was approved. Concerns raised by the opposing parties included the issue of service delivery and the lack thereof, the Eskom bill, the issues faced on a daily basis with provision of electricity, the lack of maintenance of roads and infrastructure, and a myriad of other issues. According to the presentation, the lack of payment from residents negatively impact the service delivery efficiency from Msukaligwa Local Municipality (MLM). MLM stated that a loss of 40% in electricity distribution is lost due to illegal connections, and 42% loss of water is due to the aged infrastructure and unmetered stands. MLM also stated that the COVID-19 pandemic has had a negative impact on all operations across the board. It was also noted that bulk purchases for water and electricity, contracted services and salary cost, plus payment of creditors exceed the cash income that is not fully collected, and higher than the collection rate of 66 %. Interest for non-payment of creditors due to poor cash flow also has a great impact on the budget. According to the budget layout, bulk electricity and water cost is 35 % of the total operating expenditure budget, salaries takes 26 % of the total operating expenditure, but at a cost of 33% of the current cash flow, and between Eskom, Department of Water and Sanitation (DWS) and salaries, the cash budget is 99% of the available funds. According to a new valuation roll to be implemented from 1 July 2021, and property market values that could increase between 20-50%, the council will implement a 4% tariff increase, and that all properties of which is not indigent registered owners will now pay full property rates. All electricity services will be increased by 16%. Property rates increase will be 4%, on top of increased market value. Water services will see an increase of 6%, as will sewerage services, refuse services and all sundry tariffs. According to the budget layout, a mere 34% payment rate is noted in Ermelo. Wesselton has a measly 8% payment rate. Shockingly, Breyten, Sheepmoor, Lothair, Davel and Chrissiesmeer all showed a payment rate of 1%, which translates to virtual non-payment from these residents. Warburton has a 7% payment rate, with Departmental payment rates sitting at a poor 6%. In total, a payment rate of 64% is noted within MLM’s governance. They never have enough money, and they always want more. The community only receives false promises from the municipal managers and staff. " The Tribune ePaper has received a barrage of complaints from residents of Cassim Park, who are, according to complaints, getting the short end of the stick. An alarming amount of unfinished worksites, dubious connections and crumbling infrastructure are but a few of the complaints. Another major complaint from a resident was that of the streetlights that are out of order, and have been for the longest time. Additionally, the road conditions in Cassim Park leaves much to be desired, with focus shifting to Littledale Street and Nelspan Road. The condition of these roads, and the roadway in general in Cassim Park is horrendous, with a mixture of rubble, chipped bricks, stone and other materials that have been used as makeshift patches in an attempt to make the roads traversable. Unwary motorists could easily suffer great damage to their vehicle if not alert. The majority of streetlights are either damaged and leaning dangerously towards the roadway, or completely out of order. This, in turn, contributes to a high crime rate and opportune conditions for criminals to lurk and sneak in the yards of residences. A large number of residents in Cassim Park have already suffered damages as criminals pounce, with any items of value not bolted down or locked up, being nabbed from yards. Uncollected refuse litter the sidewalks, grass on municipal grounds are long and unkempt, and council buildings, covered in graffiti and obscene spray painted images, rot away in glorious non-maintenance. Residents are also irked by the fact that they face electricity issues on a daily basis, often being left for hours without electricity, with a very slow response rate from municipal departments. According to complaints, the electricity are often not restored in a timely manner after the load reduction had been implemented by Msukaligwa Local Municipality. “We pay our bills and pay our taxes, but this municipality never fixes the issues we have in the area, or Ermelo as a whole. The street lights have been off for years, and all we get are weak excuses of the trees being a problem. Most of the lamps don’t even have bulbs in them. The roads are falling apart, water leaks are all over the place, and then every other week there is a stream of sewage running down the streets. Why do we even bother paying these people, if they don’t deliver the promised services. They never have enough money, and they always want more. The community only receives false promises from the municipal managers and staff. The upkeep is so neglected that even the tennis court is no more, and the sportsground is falling apart. The Tribune recently communicated with Msukaligwa Local Municipality, regarding the remedy to the load shedding situation, and posed a number of questions to the communication department. As municipal load shedding is not a long term solution to the issues faced by the municipality, it is not acceptable to appease the community with statements claiming that “they are working on a solution”, but no further indication as to the way forward. Load reduction is due the power demand that has spiked, during winter months which is exacerbated by the illegal connections a fact that is denied by good-self. In averting possible power blackouts, the municipal implement the load reductions which is standard norm in situations like this, Eskom is doing it and individual households does it when there’s overload. The municipality on an ongoing program is implementing the cutting off of the illegal connections from grid. The municipal has engaged for an increase Notified Maximum Demand (NMD) for all strained substations, it must be noted that the process is a cumbersome and long process that will also have huge financial implications. The municipality has developed electricity infrastructure master in order to address capacity and infrastructure challenges within Msukaligwa Local Municipality. The projected funds needed to address the capacity and infrastructure is R81 416 785.21. The municipality has since submitted the plan to national and provincial government,” Mandla Zwane, MLM spokesperson, stated. The Tribune also enquired as to will be held responsible for damages suffered by residents who are left without electricity extended periods of time. Rotting meat, deep freezes running down, and food spoiling in fridges, as well as damage to electronics are included, amongst others. MLM dodged elaborating on the question, and simply stated “anyone who has a complaint with municipality, referred such to municipality.” Therefore it can be assumed that residents who suffer damages due to lack of service provision from MLM must approach the legal department to submit a claim against the municipality. Lastly, the Tribune enquired as to what MLM plans to improve communication during electrical outages, as a myriad of residents complain that either the call centre does not answer the phone, or the outage is not attended to in a timely manner. Updates on restoration times often do not reflect the actual restoration of electricity. “During the power outages, sometimes the Call Centre is also affected, the calls are get in as the telephone system at the Call Centre function only when there’s power. The municipality has proactively issued schedules for the load reductions. The municipality is in the procurement process of a new hybrid telephone system, and hosting of the contact Centre is at the advanced stage. The municipality urges the public to have patience, as this matter is been addressed/resolved. Motoriste en besighede het ‘n sug van verligting laat val rakende die onlangs gerehabiliteerde Wessel Weg, want die pad was voorheen 'n volslae nagmerrie vir verbruikers. Na ‘n uitermatige lang gespoeg en spartel tussen Burlec Electrical en Msukaligwa Plaaslike Munisipaliteit (MLM), het ‘n hofbevel die munisipaliteit egter forseer om die roete te herstel, asook om die onkostes te dra wat aangegaan was deur Burlec Electrical. Alhoewel meeste heel tevrede en dankbaar is dat die oppervlak van die roete nou glad en nuut is, is daar egter bekommernis vanaf die publiek en besighede in die area. Die afrondingswerk van die roete laat veel te wense oor, en laat rooi ligte flits oor die duursaamheid van die oppervlak. Die stormafvoer geute is geensins geïnstalleer nie, en die kante van die roete is ‘n ramp wat wag om af te speel. Met nadere ondersoek kan daar opgemerk word dat die dikte van die teer op die oppervlak oneweredig is, en op sekere areas ‘n skamele 1cm dik is. Verdere kwessies wat geopper word is die afrondings van die roete wat na die ingange van besighede lei. Die rand van die roete, waar die randstene en afvoer geute veronderstel is om te wees, ins slegs ‘n onbegaanbare sloot, soveel so dat afleweringsvoertuie aan die oorkant van die pad moet parkeer om voorraad af te laai. Motoriste en kliënte wat kleiner voertuie besit se kanse is min om deur die sloot te kom tot by die parkeer areas. Verder is daar ook kommer uitgespreek oor die opruiming van die area. Die puin van die herboude rybaan is doodluiters in die nabye veld gestort, gepaard met verskeie ander rommel items en boumateriaal wat gebruik was deur die kontrakteurs. Alcohol sale now allowed under National Alert Level 3 1/1 Share GK CRONJE 2 June 2020 In terms of the regulations, the sale of liquor at any licensed premises or through e-commerce delivery is permitted from Monday to Thursday, between 09:00 and 17:00, the transportation and distribution of liquor to licensed premises is permitted, the consumption of liquor at the place of sale is prohibited, the sale of liquor is prohibited on Fridays, Saturdays, Sundays and on public holidays, and no special or events liquor licenses may be approved for the duration of the national state of disaster. Under National Alert Level 3, all licensed liquor outlets, including shebeens and taverns, will be able to sell alcohol on a takeaway basis. Finance, Economic Development and Tourism MEC, Mr. Pat Ngomane, emphasized that the sale of alcohol by licensed outlets will be permitted for consumption off the licensed premises only. This follows the release of the regulations for Alert Level 3 by the Minister of Cooperative Governance and Traditional Affairs, Dr. Nkosazana Dlamini-Zuma. “Under Alert Level 3, all licensed liquor outlets including shebeens and taverns, will be allowed to sell liquor but only for consumption off the licensed premises. By off-consumption, we mean people will only be allowed to buy liquor to take home to consume at their private residences. Therefore, consumption in premises will be strictly prohibited. I must stress that only licensed outlets, whether licensed to sell for on-consumption or off-consumption, will be allowed to sell liquor but for consumption off the licensed premises only. Level 3 regulations suspend the on-consumption condition for the outlets licensed as such and permit them to sell for off-consumption as well, during lockdown Alert Level 3. Licensees must therefore adhere to the rules and regulations, as well as all safety measures, as provided. I must add that outlets with liquor licenses that expired during the lockdown period will also be permitted to sell, but all those with licenses that expired or lapsed long before the lockdown are prohibited from operating”, explained MEC Ngomane. Op Saterdag, 12 Junie, was daar behoorlik lekker geselligheid gewees by Hein se Plaas, waar ‘n opkomende sanger, Zandré Human, die Ermelo gemeenskap kom vermaak het. Daar was heerlike sop bedien met tuisgebakte brood. Die gemeenskap het die aand terdeë geniet. Die eienaar asook bestuur van Hein se Plaas wil graag die gemeenskap bedank vir hul getroue ondersteuning. Deborah Straat, Jasmyne Straat, Magnolia Straat, Piet Retief-moskee en die AGS Kerk Fontana is almal voorsien met watertenks wat 5 kiloliter water kan hou. AfriForum bedank graag vir Build It, wat die tenks voorsien het. Inwoners word genooi om gebruik te maak van die waterpunte gedurende die twee-weke lang waterinperking soos bekendgestel. “Die projek se sukses en volhoubaarheid is afhanklik van die hele gemeenskap se samewerking en betrokkenheid.
