More malarkey at Standerton Hospital 1/1 Share GK CRONJE 30 March 2021 Enquiries to the Department of Health’s spokesperson, Dumisani Malamule, yielded no result. Shocking reports of healthcare workers carrying patients up and down staircases at Standerton Hospital have sent waves of shock through the community. Critically ill patients are forced to use the stairs, as the elevators have been out of order for four months. Healthcare workers have to carry patients on their backs, while others are carried in makeshift slings made of sheets. Further aggrivating the matter, is the fact that the operating theatre is on the second floor of the hospital, brining into question how emergency patients are taken to surgery, and how groggy and anaesthetized patients are transported from surgery back to their rooms. The Democratic Alliance (DA) has launched an investigation into the matter, and has also learned that the hospital has run out of theatre clothing. Patients are just wrapped with a cloth or a sheet, walking up and down the stairs naked. According to the DA, this is inhumane, and a complete violation of a patient's rights to privacy. The DA has therefore called upon the Provincial Government, particularly the Department of Health and Public Works, to urgently repair or replace the elevators at Standerton Hospital, and that the hospital must be provided with theatre clothing with immediate effect to restore patients’ dignity. The DA is pleased to announce that a tabled motion in the Mpumalanga Provincial Legislature on this particular matter has been adopted. This isn’t the first scandal faced by the embattled hospital. Serious complaints have been lodged against the hospital and it its management, including breaches of patient confidentiality, unattended patients falling and sustaining serious injuries, and the overall filthy and disheveled condition of the hospital itself. Hooggeregshof gee winkelsentrum-teenstander ‘n bloedneus 1/1 Share GK CRONJE 18 May 2021 Laastens het Regter Mankge bevestig dat II8 gefaal het om ‘n daadwerklike saak te bou, en dat hul papierwer, aansoeke en beëdigde verklarings in menigte gevalle in konflik is met die drie pilare benodig. In die lig van die gevraagde uitspraak wat deur die Tribune ePaper aangevra is, is daar goeie nuus vir die inwoners van Ermelo en die mliggende omgewing. Na ‘n struweling en talle hofsake wat vanaf ongeveer 2015 voordwoed, het eerbare Regter AJ Mankge, waarnemende regter van die hooggeregshof van Suid Afrika, die finale uitspraak gelewer rakende dié kwessie. Vroeg in 2015 het inwoners met groot opgewondenheid verneem van 'n beplande winkelsentrum, Plateau Mall (voortaan bekend as Merino Mall), wat gebou sou word in Voortrekkerlaan, waar die Ermelo Skougronde tans geleë is. Die projek word bestuur deur die Moolman Group, 'n bekende ontwikkelaar met talle suksesvolle projekte en ontwikkelings op hul kerfstok. Hierdie vlagskip-konstruksieprojek, wat as 'n ontwikkeling van 30,000 m² beskou word, sou 'n voltooiingsdatum van April 2020 hê, en menigte nuwe kettingwinkels sou huisves, het onmiddellik 'n groot plons in die gemeenskap gemaak. Die regspan van II8 het aangevoer dat die aansoek deur die MG van die hand gewys moet word, en deur ‘n munisipale beplanningstribunaal by MLM hersien moes word. II8 het op verskeie geleenthede die aansoek deur die MG teengestaan, met besware wat telkens van geen toepassing op die winkelsentrum se aansoek gehad het nie. Die regter het dit bekend gemaak dat volgens II8 se stigtingspapiere, besit hul ongeveer 22ha ontwikkelingsgrond in Wesselston, uitbreiding 8, waar hul beweer om regte te hou vir ‘n konstruksieplan vir ‘n winkelsentrum. Die MG was regte toegestaan vir konstruksie te Ermelo, uitbreiding 47 (skougronde). Ter aansoek deur die MG, was die ontwikkeling deur die MLM stadsbeplanning aangeraai vir goedkeuring. MLM het egter in April 2018 hul deuntjie verander, en aangekondig dat die bogenoemde aansoek van die hand gewys gaan word. Die MG het egter appél aangeteken, wat toegestaan is aan die MG. II8 het egter weereens beswaar aangeteken, en beweer dat hul belange beïnvloed word deur die Merino Mall se ontwikkeling. Regter Mankge het egter aangedui dat dié belange van so aard moet wees dat dit nie te abstrak of akademies moet wees nie, en dat die belange aktueel moet wees. Die regter het egter beslis dat II8 geensins genoegsame bewyse voorgelê het dat hul belange in aktualiteit beïnvloed word nie. Die regter het ook beslis dat II8 nie aan die drie pilare van ‘n waterdigte saak voldoen het nie, wat insluit dat die aansoeker ‘n eienaaar van die grond en belastingbetaler is, dat die aansoeker goedgekeurde ontwikkelingsplanne het, en dat die aansoeker bevordering van administratiewe geregtigheid (PAJA) se terme nie verontagsaam word nie. II8 het dus ook met alle mag probeer om die ontwikkeling teen te staan deur Seksie 33 van die grondwet holrug te ry, wat kortliks dui dat enige persoon mag beswaar aanteken teen onwettige gebeurtenisse. Verder het Regter Mankge aangedui dat II8 geensins deel was van die aanvanklike besprekings tussen die MG en MLM nie, en ook nie deel was van die besprekings wat die appèlowerheid ingesluit het nie. Die regter het ‘n bloedneus toegedien aan II8 deur te beslis dat hul belange geensins beïnvloed sal word deur die MG nie, dat II8 gediskwalifiseer word in terme van PAJA siende hul nie genoegsame bewyse kon voorsien nie, en dat II8 nie meer die eienaar is van die ontwikkelingsgrond soos aangedui in hul appél nie. Die regter het beslis dat II8 se saak verbrokkel het deur die feit dat hul regte verval het in Oktober 2020. II8 het egter gefaal om genoegsame bewyse te lewer dat daar in enige opsig inbraak gemaak word op hul belange. Regter Mankge het ook verwarring getoon deur die skielike aanslag deur II8 op die MG in 2020, maar vanaf 2016 gesloer het met die saak nie. Die saak was verder vererg deur ‘n appél wat II8 aangeteken het in Maart 2021, waar hul hulsef gedui het as grondeienaars van hulle beweerde ontwikkeling, maar hul het egter die grond geregistreer aan ‘n verskillende eienaar in Desember 2020. Laastens het Regter Mankge bevestig dat II8 gefaal het om ‘n daadwerklike saak te bou, en dat hul papierwer, aansoeke en beëdigde verklarings in menigte gevalle in konflik is met die drie pilare benodig. Die beslissing is aangekondig dat II8 se vermorsing van die hof se tyd nie genoegsaam was om ‘n boete op te lê nie. Dr. Rian Swart lê sy stetoskoop neer 1/1 Share SH HATTINGH 23 February 2021 Sy aftreeplanne is om meer betrokke te raak by die boerdery, asook om in Jeffreysbaai te gaan kuier, waar Riekie ‘n huis het en waar haar kinders woon. Dr. Swart, ‘n welbekende in Ermelo, nie net onder die medici nie, maar ook onder die boere en gemeenskap, het besluit op die ouderdom van 78 jaar sy stetoskoop neer te lê. Hy is op 13 Julie 1942 in Amersfoort gebore. Hy was in Piet Retief in die laerskool, en het sy Hoêrskool loopbaan voltooi by Hoêrskool Ermelo. Dr. Swart het sy MBChB graad verwerf by die Universiteit van Pretoria , waarna hy vir ses jaar in Kroonstad gepraktiseer het. In 1973 verloor dr. Swart sy vader, en is genoodsaak om terug te keer Ermelo toe. Hy begin saam met vier ou manne werk, drs. Van Niekerk, Van Rensburg, De Bruin en Visagie. Met tyd wat aan gestap het, het van die dokters afgetree, en hy moes vennote kry om saam met hom te praktiseer. Dr. Swart en Vennote, wat bestaan uit Drs. Van Der Poel, Botha en Olivier, vier hul 47ste bestaansjaar die jaar. Hy het die voorreg gehad om meer as vierduisend babas in die wêreld in te kan bring. Tydens ‘n onderhoud met Dr. Swart, het hy aan die Tribune gesê daar was meer hoogtepunte in sy beroep gewees as wat daar laagtepunte was. Dit was altyd vir hom ‘n hoogtepunt as hy sy pasiënte kon gesond maak, of wanneer daar geopereer moes word, en die operasie ‘n sukses was. “Wanneer ek weet ek het ‘n operasie om te doen, dan het ek die vorige aand, asook die oggend gebid, en vir die Liewe Vader gevra om my te help tydens die operasie dat alles goed sal afloop. If you have ever scrolled through your Facebook feed, or received a chain message on WhatsApp, stating that you can purchase 1000 units of prepaid electricity for a dubiously low price, be aware that this is a scam. Many of these operations have been noted in Mpumalanga, and are perpetrated by individuals who take advantage of vulnerable and gullible residents, including the elderly. A slew of complaints have been lodged with Eskom, regarding fraudsters duping individuals and businesses into paying for this “cheap electricity” through electronic funds transfers such as eWallet and money market. Thereafter, the scammers disappear, and leave the customers destitute and out of pocket. Reports have also been noted of scammers who tamper and modify existing, but already spent electrical tokens, altering the unit amounts and prices. When the token is sent to the buyer via WhatsApp, the code to be read into the meter is non-working, and its validity has been compromised, as it has already been used in a registered meter. Complaints have surfaced of duped customers who have received exact copies of the same token, only with the date and location fraudulently altered. “Eskom is working with several law enforcement agencies to trace and prosecute these unscrupulous individuals. We want to urge the members of public not to fall prey to these crooks, but to report these acts of fraud to the police without delay. We urge anyone who comes across this criminality to report these acts of fraud to the police.” said Eskom’s General Manager for Security, Advocate Karen Pillay. Eskom pleads with the public not to fall prey to these scams. Cooperation with the law enforcement agencies has already resulted in some arrests, and prosecutions are ongoing in the Eastern Cape and Mpumalanga, Eskom said. Eskom hereby cautions customers to refrain from falling prey to these scams, and to purchase their prepaid electricity vouchers from the registered Eskom vendors. MBCF takes off the kid gloves 1/1 Share GK CRONJE 17 November 2020 MLM is provisionally prohibited from imposing municipal load shedding at will, unless reductions or interruptions are associated with national load shedding or maintenance. The legal council for the Msukaligwa Business and Community Forum (MBCF), Mr. Andreas Peens, recently joined in a meeting with members of the MBCF committee in Ermelo. The case was heard in court on 12 November 2020, regarding the matter of the application to stop the NMD load shedding currently being implemented by Eskom and Msukaligwa Local Municipality (MLM). The conjoined efforts by Mr. Peens, MBCF and affiliates paid off, with the court ordering the provisional suspension of municipal load shedding. Eskom has been ordered to issue and file applications compelling the indebted municipalities, which include MLM, to settle arrear amounts owed on, or before 30 November 2020. The municipalities have time to lodge applications until 14 December 2020, with Eskom granted time to file replying affidavits no later than 31 December 2020. Hence, MLM is provisionally prohibited from imposing municipal load shedding at will, unless reductions or interruptions are associated with national load shedding or maintenance. Should MLM fail to adhere to the conditions, MBCF is granted leave to re-enroll the matter in the urgent court for argument. The costs associated with the enrolments are appearances in urgent court during the week of 10 November 2020, as well as the time scheduled for actual appearances are reserved at this time. “People have been accepting the unacceptable for far too long, and unfortunately there are no quick fixes. Mnr Roodt se skerp humorsin, en sy besondere bemoeienis met personeel en leerders se probleme sal die Liggies altyd bybly. Furthermore, these studies found that learners of all ages, from primary school to university, tend to absorb and retain more information better when reading from paper than on electronic screens; in addition, students reading from paper may be more aware and understanding of their own thought processes. “The only disadvantage of paper resources for learning is that hardcopy educational material tends to be more expensive for students to acquire. This is a critical factor to consider for pupils in Mpumalanga who live in a historically poor province, but who at the same time are in need of modern learning materials. By championing this obstacle on their behalf, the Mpumalanga Department of Education is actively empowering the province’s schooling system and ensuring that their students receive a competitive education,“ says Monwabisi Mfobo, Government Relations at The Answer Series.
