    Breyten residents left weeks without water 1/2 Share GK CRONJE 16 February 2021 The circulating reason for the outage seems to point towards a broken reservoir pump, which has allegedly been run into oblivion due to lack of maintenance and acts of sabotage and vandalism. Residents in Breyten are having a hard time with the lack of service delivery from Msukaligwa Local Municipality (MLM), as a myriad of households have been sitting with dry taps for extended periods of time. Complaints have flooded in regarding this issue, with residents stating that some areas have been left without water for four weeks, with no action from MLM. The circulating reason for the outage seems to point towards a broken reservoir pump, which has allegedly been run into oblivion due to lack of maintenance and acts of sabotage and vandalism. The call centre is of no use, with residents stating that the phone simply remains unanswered. Further aggravating the outage is the fact that the water tankers from MLM fails to deliver potable water to households in need, allegedly only supplying one street at a time, and calling it a day, leaving the rest high and dry. Complaints have also been received regarding the attitude of water tanker operators, who seem to feel nothing for the plight of residents. Many residents have also stated that MLM has, to date, failed to deliver on their promise of water tankers, as declared on 1 February 2021. Relayed messages from officials state that the pump is indeed out of commission, and that a lack of funds prevents MLM from repairing the pump and filling the reservoirs. Allegations have also surfaced that the main pump ha been replaced with a smaller pump, incapable of sufficient pressure to fill the reservoir. When asked about this allegation, the MLM spokesman claimed that he would enquire from the technical team. At the time of press, no response on this matter had been received. Upon enquiry, MLM supplied the Tribune with an update on the reservoir levels. However, the levels have come under scrutiny, as this exact same message had been forwarded to other residents days prior, with the levels of the reservoirs being identical. MLM claims that the reservoir in Breyten has a level of 60%, yet a large amount of households are still left without running water. Serious concerns have also been raised as schools opened yesterday (Monday, 15 February 2021), with no running water in large parts of Breyten.. As hygiene is paramount during the pandemic, this is a serious cause for concerns, especially with the washing of hands and toilets that needs to be flushed. Residents alleges that the municipality is blatantly lying to them, with each official singing a different tune as to the reason for the interruption and water outage. MLM has said that residents can contact CDW Mandla Manana on 060 502 7459, Ward Councillor Dhludhlu on 082 935 1257, or the contact centre on 080 001 4903 with complaints and queries. MLM has issued and update regarding the water outage in Breyten, stating the following: “Torbenite pump room update - At the Breyten water plant, there was no flow from the pump room, due to vandalized infrastructure as per the video. The situation was exacerbated by the load shedding over the past few days. Water has been restored in many part of Breyten and Chrissiesmeer, however the high lying areas are still experiencing low pressure or no water at all. Both maintenance team are on site for the repairs. The restoration time not provided. MLM apologize to the affected community for the inconvenience caused by the interruptions.” The video of the pump room can be viewed on our Facebook page, Tribune Ermelo. This update, provided by MLM on Monday (yesterday), is of little comfort to affected residents, who received the same update during the course of last week, and are still without running water at this point in time. It has, however, come to the attention of the Tribune that the alleged vandalism of the pump had taken place between 2 and 4 February 2021, with it being nearly two weeks since the incident, with MLM simply not being able to deliver water to the community. The discrepancy in the timeline of events, as well as conflicting reports from officials have raised serious concerns from residents, as an evident lack of transparency from MLM seriously brings into question what the situation is at the Breyten pump station. MLM has wholly dodged the enquiries and addressing the main concerns of residents, and had failed to respond to enquiries as to the date when the video was taken, and when the reservoir levels were last checked. Also, no indication has been provided as to the reason for the outage, as the MLM spokesman claimed to have been waiting for feedback from the technical department. The Tribune requested a statement from MLM, which had not received. At the time of press, there had been no clarity from MLM regarding the situation in Breyten, the steps being taken to remedy the outage, nor the supply of water tankers. Op Woensdag, 17 Junie, het daar ‘n botsing plaasgevind in De Emigratie Straat, reg voor Longtom Nissan, waarin ‘n Toyota Hilux en Suzuki betrokke was. Die oorsaak van die ongeluk is nog nie bekend nie. Die bestuurder en passasier van die Suzuki is Medi-Kliniek toe geneem deur ER24 vir mediese behandeling. The second unidentified body is African male, who was run over and killed by a bus, also on the R546. The man was wearing a lime green T-shirt and denim, and estimated to be between 35 and 40 years old. The SAPS requests assistance from the public in identifying 2 bodies, which were found on 2 March 2020 and 2 August 2019, respectively. In a second case, the owner of a local business closed shop at 17:00 on Saturday, 31 October, and was on his way to his father's business when he was apprehended by 3 suspects. They fired warning shots, took a bag with money from the complainant and fled. A lookout was given with a description off the vehicle and a registration number. The second victim survived the attack. Preliminary investigations has since revealed that, amongst the men fingered in the whole saga, one is employed as manager at a local chain store. The other two suspects were found to be an assistant and a security guard. Three men, aged between 30 and 32, appeared before the Carolina Magistrate’s Court on charges of kidnapping, assault with an intent to cause grievous bodily harm, as well as murder. The trio was arrested on 4 September 2020. Their arrest follows an investigation by the SAPS, which revealed details of an incident that took place on Friday, 14 August 2020. It is alleged that the three men were driving in a vehicle, where they stopped upon noticing two males, aged 22 and 35. Allegations state that the two were then forced by these suspects into their vehicle, and were taken to a storeroom, where they were severely assaulted with an iron pipe as a form of punishment for allegedly insulting their colleague. The matter was reported to the police, and the victims were taken to hospital after sustaining serious injuries. One of the victims made a statement to the police, and a case was opened. The victim later succumbed to his injuries in hospital on 1 September 2020. The second victim survived the attack. Preliminary investigations has since revealed that, amongst the men fingered in the whole saga, one is employed as manager at a local chain store. The other two suspects were found to be an assistant and a security guard. The case has been postponed to 16 September for further investigation, and formal bail hearing. Die Polo het in Voortrekker Straat af gery, en die Amarok van De Emigratie Weg, waar die bestuurder van die werk afgekom het en oppad huis toe was. Die bestuurder van die Polo die rooi verkeerslig verontagsaam, en dit het daartoe gelei dat die bestuurder van die Amarok, vir wie die verkeerslig groen was, met hul gebots het. Die Polo het gerol met die impak van die botsing, en het op sy dak tot stilstand gekom by die verkeerslig voor McDonald’s. Van die ses insittendes in die Polo, waarvan drie op die toneel oorlede is, het twee het ernstige beserings opgedoen, en een ligte besering. Die twee wat ernstige beserings opgedoen het, is deur die Ermelo Provinsiale Ambulansdiens behandel, en die ligte besering pasiënt is deur ER24 na Ermelo Provinsiale Hospitaal geneem vir mediese behandeling. Die bestuurder van die Amarok het geen beserings opgedoen nie. ER24, EMS, Ermelo SAPS, Msukwaliga Fire and Rescue, ETS Insleepdienste, Ermelo Forensies en die verkeer offisiere was op die toneel. Een van die insittendes, wat ernstige beserings opgedoen het, is later ook oorlede in die hospitaal as gevolg van ‘n breinbesering. Residents who dance and drink their nights away at the dam do not wear masks or adhere to social hygiene, urinate and defecate in the dam and on the surround shores, thereby risking cross contamination. With the National Alert Level being lowered to Level 2, and more freedom is granted to citizen’s movement, the Pet Dam has already lured hundreds of party animals. With th lax law enforcement in Ermelo, it’s business as usual at the dam, complete with overly loud music, dancing, drunk driving and street fights. With residents in proximity to the dam having had some peace and quiet during the lockdown, it’s all back to square one now. The Pet Dam has returned to its former glory of infamous party site, with no adherence to social distancing. Residents who dance and drink their nights away at the dam do not wear masks or adhere to social hygiene, urinate and defecate in the dam and on the surround shores, thereby risking cross contamination. It is expected from residents that Msukaligwa Local Municipality (MLM) and relevant authorities take charge of this situation, as it is completely unacceptable for such behavior to be allowed during a worldwide pandemic. As stated previously, the SAPS has made clear that Msukaligwa Local Municipality is required to take action in this regard, and the buck cannot be passed to the SAPS, or any other law enforcement company, by MLM stating that “residents should report incidents such as these”. Upon enquiry as to how MLM plans to curb the increasing numbers of party-goers at the dam, the following response was submitted: “It is a common knowledge that as a country, we are still under the National State of Disaster (COVID-19) as extended by the Minister of Cooperative and Traditional Affairs in terms of section 27(5)(c ) of the Disaster Management Act, 2002 , the extension commenced from 15 of August 2020 to 15 September 2020 in terms of Government Notice 756, published in Government Gazette 43524. Enforcement officers are mandated under the Disaster Management Act, 2002 and regulations, if anyone contravene the regulations, the Enforcement Officer is expected to execute his or her her duties in terms of guideline regarding enforcement of the State of Disaster Regulations. Members of the public who commits an offence in terms of the Act, can expect the following: A person may be arrested or requested to accompany an enforcement officer to a police station. If the offence is of a serious nature, the person may be detained, subject hereto that he or she must be brought before a court as soon as reasonably possible, but not later than 48 hours after the arrest. The person may apply for bail at his or her appearance in court. If the offence is less serious, the community service centre commander or the senior member of the SAPS in charge must consider the release of a person (in consultation with the investigating officer) ─ (a) on written warning to appear in court (section 72 of the Criminal Procedure Act, 1977) (A form SAPS 496 will be issued with a court date); (b) on written notice (section 56 of the Criminal Procedure Act, 1977) (A form J 534 will be issued with an option to pay a fine or appear in court on the date indicated on the form. This option enables a person to pay an admission of guilt fine and to be released thereafter. This means that the person will not have to appear in court, but by paying the admission of guilt fine, it is regarded as if the person has been conviction in court on the charge and the person will have criminal record); (c) on bail (sections 59 and 59A of the Criminal Procedure Act, 1977) [J398 or J399] (This means that an amount for the bail will be determined by the relevant police official or the prosecutor. The person will have to appear on a date indicated on the receipt); (d)after a charge has been withdrawn through an arrangement with the Public Prosecutor; or (e)if he or she was detained as a suspect, but is released from detention before the expiry of the 48-hour period because no charge is brought against him or her(section 50(1)(c) of the Criminal Procedure Act, 1977) [SAPS 328]. The municipality reiterates that it does not have municipal police like Metros or City ( Johannesburg, Tshwane, eThekweni etc).
