Op 6 Augustus het Konstabel Nkambule vir Mduduzi Joseph Mzala Pondzole (36) en Makhozi Eszon Msayi Dlamini (57) vasgetrek, en op 9 Augustus het hy Mpendulo Gift Dladla ook gearresteer. Die vier verdagtes het op Dinsdag, 10 Augustus in die Ermelo hof verskyn. Die verdagtes is aangekla vir openbare geweld, kwaadwillige saakbeskadiging, sameswering om noodsaaklike infrastruktuur te beskadig, en skade of inmenging met die elektrisiteitstoevoer. Die verdagtes het die steenkool vragmotors geforseer om te stop, die sleutels gesteel en die bestuurders van die vragmotors geintimideer, waarna hulle die vragmotors aan die brand gesteek het. Die waarde van die drie vragmotors wat hulle aan die brand gesteek het is ongeveer R7 500 000.00.     E.Coli and fecal coliform detected in Pet Dam 1/3 Share GK CRONJE 16 November 2021 While E.Coli presents mild symptoms in most cases, some strains can cause severe symptoms and even life-threatening complications. For over a decade, the Pet Dam has been the topic of discussion amongst residents in light of the constant pollution that the dam suffers. Human excrement and urine from residents who use the Pet Dam area as a makeshift party site, coupled with years of raw sewage flowing into the dam from all directions, is fast leading the Pet Dam’s ecosystem towards catastrophic collapse. The issue of the Pet Dam’s pollution has already taken its toll, with a large-scale fish kill incident that occurred in 2016. Scores of fish inexplicably died and washed ashore, much to the shock of the community. The most common cause of fish kill is reduced oxygen in the water, due to algae bloom and water hyacinths, an invasive plant species, which has long plagued the surface of the dam. Infectious diseases and parasites can also lead to fish kill, and are often the first visible signs of environmental stress. Officials who handled the matter at the time, Mpumalanga Tourism and Parks Agency (MTPA) manager, Lindiwe Mthombeni, and Species Protection Unit conservation ranger, Lief Mavimbela, has since been a missing link in the ongoing pollution. The MTPA had stated that the fish kill was the result of a drop in water temperature (flash) due to the weather patterns. This dubious explanation, coupled with the alleged water quality tests done by authorities, which never saw the light of day, had raised more than a few eyebrows in the community. More recently, businesses surrounding the dam had complained of a sickening stench eminating from the dam. The cause of the stench was a massive overflow of raw sewage flowing directly into the dam from manholes near Joubert Street. Msukaligwa Local Municipality has since taken it upon themselves to excavate the area and remove the blockage, which had been attributed to tree roots obstructing the pipeline, coupled with a wide variety of foreign objects in the pipeline, which included blankets and clothing, amongst other materials. However, it’s too little too late for the Pet Dam’s ecosystem and water quality. Water quality tests conducted by Regen Water Laboratory has indicated that the water in the dam is not safe for consumption by any stretch of the imagination. Chlorination of the water samples has been recommended to achieve total disinfection. According to the report from the laboratory, the heterotrophic plate count (1240) and total fecal coliform count (≤10) have been found to be unsuitable for consumption, and thus polluted. Heterotrophs are organisms, including bacteria, yeasts and moulds, that require an external source of organic carbon for growth. The presence of fecal coliform bacteria (or E.Coli) in the water sample, in this case the entirety of the Pet Dam, indicates that the water has been, or is still contaminated with the fecal material of humans or other animals. Fecal coliform bacteria indicates the presence of sewage contamination, and the possible presence of other pathogenic organisms. Pathogenic diseases that coincide with fecal coliform contamination include ear infections, dysentery, typhoid fever, viral and bacterial gastroenteritis, and hepatitis A. While E.Coli presents mild symptoms in most cases, some strains can cause severe symptoms and even life-threatening complications, such as hemolytic uremic syndrome, which can lead to kidney failure and death. The above bacteria are all disease forming, and results in the water being unsafe for consumption. The troubling water test results further aggravate the fact that MLM, amongst three other Mpumalanga municipalities, had been explicitly fingered as a main culprit in the years-long pollution of the Vaal River. The Gert Sibande District Municipality had also been informed of the issue on several occasions, but claim to have no jurisdiction in the matter. The Democratic Alliance (DA) has noted that the party had sent a letter to the Premier of Mpumalanga. To date no feedback had been received. The Tribune ePaper requested a statement from MLM regarding the stoppage and the steps that they have taken to resolve the matter. At the time of publication, no reply had been received from the municipality. As you’re busy bathing your children and cooking dinner in the rush of peak evening time at home, the power suddenly goes out. The entire household curses in extremely colorful language, and you grab your phone to dial the call centre’s number. You’re informed that the outage is caused by cable theft, and that you’re going to have to make do without electricity for the next several hours. You sit and wonder how you’re going to finish the laundry, while your children stumbles in the dark, and your partner struggles to find the ever-elusive flashlight. According to Msukaligwa Local Municipality, thousands of Rands are spent every week to repair and tie in cables that have been stolen. Cables are being stolen in broad daylight, and entire wards are left without electricity. Opportunistic criminals sit and wait for the infamous load reduction to be implemented, and have themselves a jolly good time chopping off one cable after another. One cannot help and wonder as to how these criminals are so wily, and make a daring escape before anyone notices their wrongdoing and alerts ACSU or the neighborhood watch. Unfortunately, it is much easier than you might think, as various jerry-rigged electrical cables, ranging from low- to high voltage, are ripe for the picking. With shockingly low-quality workmanship, electrical cables are tied into substations and junction boxes, and draped over trees, fences and lamp posts, loosely tied down with flimsy wire. A shining beacon that screams “steal me” at the top of its voice. While MLM cries foul and laments the funds squandered on stolen cables, the old saying, idle hands are the devil's workshop, rings true. Die een area in Ermelo waar mens kan drink tot jy omval, terug na jou voete sukkel, in jou voertuig in slinger, jou enjin aanskakel, en in die donkerte van die nag wegjaag met bande wat skreeu. Die Pet Dam bly maar eens ‘n doring in die vlees van Ermelo inwoners, klaarblyklil versteek onder 'n sluier van ondeelbaarheid, waar allerlei onwettige aktiwiteite heeltemal geïgnoreer word deur beide wetstoepassers en Msukaligwa Plaaslike Munisipaliteit (MLM). Die voortdurende rommelstrooiery van besope inwoners, geraasbesoedeling van vroegoggend tot ver na 02:00 soggens, openbare ontlasting en urinering in die dam en op die perseel, roekelose en nalatige bestuur onder die invloed van alkohol, afvuur van vuurwapens, die aanhoudende stroom voertuie wat die verkeerswette verontagsaam, prostitute oplaai en aflaai, en dubbelparkeer in die pad terwyl karig geklede dames op en af marsjeer, laat veel te wense oor. Boonop het 'n ondernemende individu dit oënskynlik op homself geneem om 'n karwas in die Pet Dam se parkeerterrein te open. Die Mpumalanga Drankwet maak dit tog duidelik dat enige persoon wat gewelddadig, dronk of wanordelik is op enige perseel of plek waartoe die publiek toegang het of gegun word, of wat enige drank in enige pad, straat, baan of deurgang verbruik, opgelê kan word met 'n boete of gevangenisstraf. Enige persoon wat enige bepaling van hierdie Wet oortree, is skuldig aan 'n misdryf, en strafbaar met 'n boete soos van tyd tot tyd bepaal kan word, of gevangenisstraf vir 'n tydperk van hoogstens twee jaar, of met beide sodanige boete en gevangenisstraf. Behalwe dit, stel die MLM-verordeninge dit duidelik dat geen persoon ‘n gevaar mag wees of 'n oorlas, aanstootlik of 'n ergernis vir die inwoners of publiek mag wees nie. Dié wette word egter op ‘n daaglikse basis oortree, met absoluut geen reaksie vanaf MLM of ander owerhede nie. Die munisipale verordeninge bepaal verder dat geen persoon dronk mag wees, 'n oorlas van homself maak deur die gebruik van alkohol of ander bedwelmende middels, of enige oorlas in 'n openbare park mag pleeg nie. Ongelukkig skaterlag dié inwoners in die gesig van die gereg, want geen wetstoepassing kan waargeneem word nie. Ten tyde van publikasie, was die vermelde boete R2 000, oftewel 6 maande gevangenisstraf. In die lig van bogenoemde, sal dit aanvaarbaar wees om te verklaar dat MLM in werklikheid nie hul eie verordeninge op enige manier of vorm afdwing nie, en dat wetteloosheid die oorhand kry. Die SAPD kan nie alleenlik ten volle aanspreeklik gehou word om teen oortreders op te tree nie, aangesien dit die direkte verantwoordelikheid van MLM en die raad is om genoemde verordeninge toe te pas. Die Pet Dam is besaai met allerlei rommel, alkoholbottels, plastiek en houers, menslike ontlasting, gebruikte toiletpapier, gebruikte kondome en meer. Gemors dobber op die dam se water, en alge as gevolg van die besoedeling versmoor die ou paar oorlewende visse. Ten spyte van talle klagtes van inwoners in die omgewing, leë beloftes van raadslede in Ermelo, en flou waarskuwings van plaaslike wetstoepassers, gaan die partytjie voort, met geen einde in sig nie. Die dronkbestuur van partytjiegangers hou 'n risiko in vir alle inwoners en motoriste van Ermelo maar, helaas, klagtes val op dowe ore. Die Pet Dam-gebied, sowel as die oorloopgebiede is as vleilande geklassifiseer, maar owerhede toon 'n verbasende gebrek aan kommer oor die besoedelingskwessie wat hierdie terrein teister. Tot vandag toe word die Pet Dam steeds op 'n daaglikse basis besoedel, vanaf rou riool tot menslike ontlasting, plastiek, glas en ander rommel, met geen optrede deur die gesag nie. Tydens November 2018 se verwoestende visdood het beide Gert Sibande Distriksmunisipaliteit (GSDM) en MLM na bewering watergehaltetoetse uitgevoer, en die resultate is belowe om aan die publiek en media bekend gemaak te word sodra dit beskikbaar word. Tot vandag toe wag die inwoners in spanning vir die resultate. Die Pet Dam, wat veronderstel is om toegang gekontroleer te wees nadat MLM miljoene Rande bestee het aan ‘n omheining, is ‘n klap in die gesig van Ermelo inwoners. Amidst Msukaligwa Local Municipality (MLM) approving new construction projects, building plans and residence extensions left and right, the environment, fauna and flora, as well as residents get the shortest end of the stick imaginable. Since circa 2014, the sewerage system in President Fouché Avenue and the surrounding wards have been on a downward spiral, with municipal managers from three iterations back’s promises still remaining unfulfilled. The impact on the wildlife and wetland animals, especially notable the Egrets that grace Ermelo, is a cause of great concern, as the spillage eventually flows down to the Pet Dam, leaving a trail of pollution and wildlife death in its wake. From the Pet Dam, which is already polluted beyond measure, the overflow ties in with the Klein Drinkwater stream, ultimately ending up in the Vaal River. In an environmental study released, MLM, amongst three other Mpumalanga municipalities, is explicitly fingered as a main culprit in the years-long pollution of the Vaal River. Alas, to date no upgrades, nor action have been taken, with the situation being inexplicably worse than before. The frequent blockages and overflow of the sewerage line in President Fouché Avenue clearly indicates a larger problem factor with the network area, as residents near the President Fouché Avenue and Roberts Street intersection live in a near constant cloud of putridity, as the overflowing manholes in this section is a constant issue, with feaces, sanitary products, condoms and toilet paper being left to bake in the sun. The fields in this area is constantly drenched with sewage, and also holds serious health implications for residents and learners from the nearby schools. The issue of the pandemic further proves problematic, as MLM barks at residents to practice hygiene, but back at the ranch, they are the main culprits of unhygienic practices. While MLM’s authority figures, as well as various ward councillors are well aware of the problems faced by residents, it would seem that little is being done to provide a permanent and viable solution. The Gert Sibande District Municipality had also been informed of the issue on several occasions, but claim to have no jurisdiction in the matter. The embattled Govan Mbeki Municipality(GMM) have had their water pressure reduced by another by 20% due to the poor servicing of their account to Rand Water. The utility’s Justice Mohale said they were in talks with the municipality, with little success. GMM is one of 3 municipalities who have had their pressure reduced in an effort from the utility to recover millions owed. Residents in the GMM service area are already experiencing near constant water issues, which will be further aggravated by the pressure cut. “Rand Water has reached out to these municipalities on many occasions and entered into repayment agreements with them, but they have failed to honour these agreements.” Emfuleni municipality is in arrears of nearly R100 million, Victor Khanye stands at R185 million, while GMM takes the cake, owing Rand Water a boggling R314 million. According to Mohale, should Rand Water reach out to the municipalities again, and if they fail to adhere to the agreements amde, they would again reduce water pressure by another 20%. All residents within GMM’s service area will e adversely affected by this reduction in pressure. This comes as another blow to the failed municipality, which has also been placed under administration due to rampant fraud, corruption and financial mismanagement within the entity.     Bust open the gates, it’s party time 1/5 Share GK CRONJE 12 October 2021 Parts of the Pet Dam’s fence have also been damaged, and the smaller gates have been removed, rendering the fence moot. Little more than a year ago, numerous complaints regarding the Pet Dam, and residents who swarmed to the site daily in order to get the party started, led to the implementation of drastic measures, which had been forcibly implemented by Msukaligwa Local Municipality (MLM). In a show of force to residents who use the dam as a party site, and who pay no heed to social distancing and COVID-19 regulations, MLM had issued a closure notice of the Pet Dam. According to MLM, it stated at the time that an increase in COVID-19 cases was the reason for the closure, and that the Local Command Council (LCC) has made the decision. A lack of law enforcement, and the nonchalant attitude of residents, has led to the inevitable point of lawfulness. Even though the lockdown restrictions have eased to adjusted National Alert Level 1, the law set forth by government is clear in this respect. The regulations, as gazetted, states that all citizens must, when in a public place, wear a face mask. Every person, when attending a gathering, and in order to limit exposure to COVID-19 must wear a face mask, adhere to all health protocols, maintain a distance of least one and a half meters from each other; and adhere to any other health protocols and social distancing measures. An enforcement officer must, where a gathering in contravention of the regulations takes place, order the persons at the gathering to disperse immediately, and if the persons refuse to disperse, take appropriate action, which may, subject to the Criminal Procedure Act, 1977 (Act No. 51 of 1977), include the arrest and detention of any person at the gathering. In essence, none of the regulations are followed at the Pet Dam and surrounding areas, including the Sport Inn, where residents opted to occupy since the closure of the Pet Dam. The Sport Inn parking lot is left in shambles, littered with empty liquor bottles and other manner of refuse. Parts of the Pet Dam’s fence have also been damaged, and the smaller gates have been removed, rendering the fence moot. Upon announcement of the closure in 2020, Mandla Zwane, MLM spokesman, stated that the Pet Dam’s gates would be locked to prevent access, and that a security detail would patrol the area of the Pet Dam to ensure compliance from defiant residents. To no surprise, the slated “security detail” is, and had been nowhere to be seen. More recently, residents looking for a good time without consequences decided to break the lock from the gate, and have at it. Since then, the Pet Dam has reverted back to a non-stop party train, with intoxicated driving, screeching tyres, the public discharge of firearms, public urination and defecation and more is now the order of the day. Packed in like sardines in the swimming pool parking lot, the overflow of partygoers move to the Sport Inn parking lot.
